Provides legal advice and assistance to all FAS programs and activities, including legal review and guidance on all types of procurements, including contracts, blanket purchase agreements, and task/delivery orders to include pre-solictation, pre-award legal reviews, Multiple Award Schedules contracts, fleet management, personal property disposal, sales and donations; and often involves advising on matters of contract administration, including Contract Disputes Act claims, modifications, change of name agreements and novations. Represents the agency and serves as an advocate before various fora such as the Government Accountability Office, the Agency Protest Official, the Civilian Board of Contract Appeals, and other administrative tribunals, including providing support to principal attorneys of the Department of Justice who represents the Government's interests in cases filed wit hthe Court of Federal Claims, the Court of Appeals for the Federal Circuit and other federal courts. Advises on personnel law by reviewing proposed decisions and decisions relative to personnel actions and provides advice and opinions relative thereto by determining facts and applicable law and provides opinions to management on claims of discrimination, harassment, prohibited personnel practices, retaliation, on labor agreements and charges of unfair labor practices, and on other personnel/employment issues. Serves as a Deputy Standards of Conduct Counselor for regional personnel, providing training and legal advice on ethics issues and reviewing annual Confidential Financial Disclosure Reports submission for conflicts of interest.
