In consultation with the Associate General Counsel for General Law (AGC, OGL), the Deputy Associate General Counsel (DAGC) for General Law serves as staff advisor to the General Counsel, Deputy General Counsels, Associate General Counsels, and coordinates with the Regional Chief Counsels on important legal matters in the areas assigned to the Office of General Law.
The DAGC primarily supervises a wide variety of activities related to all phases of the development, coordination and direction of general law litigation, especially on litigation that has a national scope or otherwise involves agency strategic priorities. In preparation for, or conduct of, court actions, administrative hearings and other legal proceedings, s/he coordinates and cooperates with agency components and executives, the Department of Justice headquarters, the United States Attorneys' Offices, the General Counsel, Deputy General Counsel, Associate General Counsels, Regional Chief Counsels, as well as the legal staffs of other Federal and State agencies, as appropriate.
The incumbent serves as staff advisor to the Commissioner, the principal Deputy Commissioners, and other top SSA officials on significant matters concerning their powers and responsibilities under various statutes, regulations, executive orders, and proclamations which affect business activities and administrative management operations of the Agency.
The incumbent also may render legal services relating to budget, appropriations and fiscal matters, the organization and management of the Agency, employment, compensation, travel, training, administrative claims, contracts, and claims thereunder, procurement and procurement policies, grants administration, information disclosure, civil rights, security, civil defense, environmental issues, patents and copyrights, excess and surplus property programs.
U.S. Citizenship is required.
In order to be considered minimally qualified for this position, candidates must have had responsible professional experience at a senior level (equivalent to the GS-15 in either the General Schedule (GS) or a comparable pay plan).
This job does not have an education qualification requirement.
(1) This position is eligible for Episodic Telework only.
(2) The selectee for this position will be subject to an appropriate security investigation, including fingerprinting and periodic future reinvestigation(s).
(3) Veteran's preference is not applicable to the SES.
(4) This position is covered under the post-employment restrictions of the Ethics in Government Act of 1978 (PL 95-521). This law also requires the selectee to file an Executive Personnel Financial Disclosure Report (Standard Form 278) within 30 days of appointment.
(5) Selectee must serve a one-year probationary period unless s/he previously completed one in the Senior Executive Service.
(6) Male applicants born after December 31, 1959, must be registered with the Selective Service System before they can be employed by an executive agency of the Federal government. This requirement does not apply to Agency employees appointed before November 8, 1985.
