Incumbent applies technical experience and comprehensive JO 7210.634, Air Traffic Control Quality Control, knowledge to analyze and provide solutions or assistance in mitigating complex air traffic control risks. Performs trend risk analysis utilizing Comprehensive Electronic Data Analysis & Reporting (CEDAR), Business Objects, and the Compliance Verification Tool (CVT) for air traffic incident, runway safety, and mandatory occurrence reports (MOR). Applies qualitative methods and experience to analyze and mitigate complex air traffic control quality control TOP 5 safety events. Communicates results to all levels internally (within an LOB/SO or across LOB's/SO's) and externally. Plays a lead role in drafting, reviewing, and editing reports for final approval prior to external distribution. Prepares reports and statistical data that contain findings and analysis of facts and recommends changes in air traffic work methods, procedures, air traffic quality control activity reports and actions to improve employee performance. Presents briefings to obtain consensus/approval on policies. Coordinates significant technical matters with representatives of external organizations. Provides policy guidance and instruction to others, both internally and externally. Defines, organizes, and assigns resources to accomplish organizational objectives. Allocates resources to accomplish large work activities within established schedules.
Performs multiple, varying and complex assignments under the minimal direction of a manager, project/program manager, team leader or more experienced technical specialist. Participates in air traffic control accident/incident investigations, when needed for subject matter support. Provides comprehensive, detailed air traffic control quality control information as required for litigation support. Provides air traffic control quality control process information support to facilities for air traffic accident and incident reporting.
Conducts a review of air traffic control accidents and incidents. Coordinates with other air traffic control quality control experts to discuss findings, assures that the total system requirements are considered and that differences in air traffic control quality control policy application are resolved. Provides assistance with air traffic control quality control program development such as CEDAR and CVT. May be required to assist with other air traffic control quality control program tracking processes in order to provide overall statistical analysis for the group.
Broad policies and objectives provide general guidance for addressing issues, but allow considerable discretion to develop new and innovative approaches. Draws on air traffic control quality control experience to solve unusual problems and may create new solutions and policy interpretations as the situation requires. Resolves all but unique technical problems without the intervention of management or a more experienced technical specialist. Develops plans, techniques, and policies to address current or anticipated problems and issues. Works with management to solve air traffic control quality control problems. Work is reviewed rarely, typically through status reports and at project completion, to ensure technical compliance and alignment with the requirements of the project or other work activity. Work activities typically impact directly on the objectives of one or more major subdivisions or LOB's/SO's and may impact on the objectives of the FAA. In some areas, the work may affect the safety and security of customers.
To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the next lower level of FV-I/Level IV or the equivalent FG/GS-13 in the Federal Service. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. The specialized experience must include extensive knowledge of air traffic control quality control procedures outlined in JO 7210.634, Air Traffic Organization (ATO) Quality Control. Experience must include working with FAA quality control databases including CEDAR and CVT. Must have experience in business objects, specifically building reports integrating and utilizing CEDAR and CVT data for air traffic control quality control purposes. Extensive experience must include working with FALCON and Performance Data Analysis and Reporting System (PDARS) for loss of separation analysis and overdue or missing aircraft searches.
