ABOUT THE POSITION
This position serves as the Director, Office of Urban Indian Health Programs (OUIHP), Indian Health Service (IHS), an agency within the Department of Health and Human Services (HHS). The OUIHP is located in the Office of the Director at IHS Headquarters in Rockville, Maryland.
The IHS provides leadership and direction to programs and activities designed to improve health services to over 2.6 million American Indians and Alaska Natives who are members of 574 federally recognized tribes in 37 states. Comprehensive primary health care and disease prevention services are provided through a network of over 605 hospitals, clinics, and health stations on or near Indian reservations. These facilities are predominately primary care settings and are managed by IHS, Tribal health programs and Urban Indian organizations (UIO). The IHS funds 41 UIO, non-profit 501(c)(3) programs nationwide, through grants and contracts, pursuant to the Indian Health Care Improvement Act (IHCIA).
The Director, OUIHP, plans, develops, and executes a government health-related program serving American Indian and Alaska Native people living in urban areas across the United States. The incumbent advises the Director, IHS, on the activities and issues related to the IHS implementation of the provisions for health services for Urban Indians, pursuant to the IHCIA, and develops and recommends policies, administrative procedures and guidelines for IHS activities and services for UIO. The OUIHP Director also serves as the advocate, within the IHS and the HHS, for the health needs and health programs of urban Indian people.
The incumbent serves as the principal advisor to the Office of the Director, IHS, regarding ways to improve the delivery of health care to the urban Indian people through collaborative efforts with Tribes, Tribal Organizations, federal, state, and local government and foundations. In addition, the incumbent advises the Director, IHS, on means to improve program operations, procedures, and management systems internal to the organization that will result in improved access and use of health resources serving eligible American Indian and Alaska Native people residing in urban areas.
The incumbent meets, consults and works cooperatively with officials with HHS and other federal agencies involved in American Indian and Alaska Native programs (e.g., Veterans Health Administration, Bureau of Indian Affairs, Administration for Native Americans, etc.). The incumbent meets statutory requirements to confer with UIO and implements the IHS policy on conferring with UIO. The incumbent meets and consults with national and regional Indian organizations, tribal leader groups and leaders at local, State, and national levels to promote their fullest possible participation, advice and consultation for the support and administration of the OUIHP.
Serves as the liaison between the IHS and national urban Indian organizations and UIO throughout the United States. Establishes and maintains working relationships between the Agency and national and regional Indian organizations to benefit health services to urban Indian people.
Provides policy analysis and development support for wide-range of health care delivery and support activities for UIO, throughout the United States. Activities include the formulation, development and implementation of administrative and program policies, guidelines and procedure designed to UIO's administration and management of systems.
Plans, administers and evaluates the development and execution of a plan for UIO to support the development of program leadership, new program approaches, methods and techniques, or changes in existing methodology to implement the broad national goals and objectives of the authorizing legislation. Monitors programs activities, keeps abreast of the awarding of grants and contracts with Urban Indian organizations and develops procedures and criteria for the distribution of OUIHP resources.
The incumbent consults with IHS Area Coordinators in the provision of guidance on regulatory and policy determination specific to UIO issues, including UIO contract monitoring, oversight and reporting. Provides assistance for the identification of outside resources to increase health care delivery capability in urban areas.
Conditions of Employment
Salary for Senior Executive Service positions varies depending on qualifications. The annual salary range may be found at the top of this announcement. This position may be eligible for performance bonuses and performance based pay adjustments.
Probationary Period
Selectee must serve a one-year probationary period unless s/he previously completed one year the Senior Executive Service.

HHS inspires public confidence by maintaining high ethical principles, and all Federal Government employees are subject to the conflict of interest statutes and regulations, including the Standards of Ethical Conduct, that govern activities with outside organizations and reporting financial holdings. The Ethics in Government Act, PL 95-521 also requires the applicant selected for this position to submit a Public Financial Disclosure Report, OGE-278, prior to assuming the SES position, annually, and upon termination of employment.
