Oversee and coordinate equipment Management and Maintenance functions. Develops policies, procedures, and plans for Equipment Lifecycle Management including acquisition, utilization, equipment Table of Distribution Allowance (TDA) management, maintenance management, and equipment disposal. Coordinate equipment requirements. Manages TDA authorizations, equipment leasing and rental requirements. Maintains oversight of organizational maintenance shops in support of organization's mission. Oversees and participates in equipment and maintenance assessments, staff inspections, and assistance visits. Oversees and coordinates the Command's Test Measurement and Diagnostic Equipment (TMDE) program. Develops funding requirements and manages execution of funding for supporting projects and programs.
Serves as the Equipment and Maintenance technical and policy advisor. Provides oversight of the organization's Equipment and Maintenance to ensure the capability and readiness of equipment to meet mission requirements. Directs Equipment Management (EM) Program, (equipment utilization, calibration, acquisition/modernization, maintenance, redistribution, storage, and disposition of all excess, Equipment TDA, Vehicle Fleet Management, (including driver training, licensing, and dispatch of vehicles). Oversees, develops, and coordinates plans, polices, and procedures for governing organizational maintenance, inspection, repair, and modification of equipment. Conducts analysis of equipment utilization and maintenance activities. Undertakes studies to determine effectiveness of maintenance. Performs analyses of equipment and maintenance programs. Reviews, approves, and defends budget requirements based upon data analysis, past experience, and projected workload. Provides leadership with status reports and data in developing and improving processes/procedures to monitor effectiveness, efficiency, and productivity of the assigned unit.
Manages and directs associated programs and projects resources, in excess of a million dollars in annual resources including equipment acquisition, leasing, rental, maintenance contracts, and TMDE support ensuring organizational sustainment. Manages and executes allocated funding for supported programs by analyzing resource utilization to control or reduce costs, maximize reimbursable expenses and ensure achievement of program objectives. Analyzes benefits and costs to develop recommendations. Provides technical requirements and descriptions of the work to be contracted, which includes developing scopes of work, and developing and coordinating contract requirements.
Serves as a Contracting Officer's Representative (COR), coordinating and integrating contractor work schedules and processes with work of subordinates or others. Tracks progress and quality of contractor performance; arranges for required inspections; decides on acceptability of work products or services, and similar matters, which may affect payment to contractors. Determines whether contractor performed work meets standards of adequacy necessary for authorization of payment.
Plans work to be accomplished by subordinates, sets and adjusts short term priorities, and prepares schedules for completion of work. Assigns work to subordinates based on priorities, the difficulty of the work to be performed, and the capabilities of employees. Develops performance standards for subordinates. Evaluates work performance of subordinates. Interviews candidates for positions in the unit; recommends appointment, promotion or reassignment to such positions. Identifies developmental and training needs of employees and provides for or arranges needed development and training. Gives advice, counsel or instruction to employees on both work and administrative matters. Hears and resolves complaints from employees, referring group grievances and more serious unresolved complaints to a high level supervisor or manager. Effects minor disciplinary measures, such as warnings and reprimands, recommending other action in more serious cases.

Acquisition Demonstration Project position: The NH-04 broadband incorporates former GS-12 step 1 through GS-13 step 10 grade levels and salary levels. Pay increase within the band will be accomplished through the Contribution-based Compensation and Appraisal System (CCAS). ATC uses salary control points within the salary range to allow for differentiation in the level of positions within the same broadband. Therefore, the salary for this position will be set no higher than $133,465.
