Plans and assigns work, tasks and responsibilities, sets priorities, and determines resource requirements; determines goals/objectives and strategies to achieve them; coordinates with other organizations and Branch manager to accomplish goals and objectives; monitors progress and evaluates outcomes. Serves as a front-line manager over professional and administrative support staff performing the full range of supervisory duties and fulfilling the responsibility for personnel management over subordinate personnel.
The incumbent provides services in the following functional areas: Travel and Permanent Change of Station (PCS) activities to include complex analytics of the e-travel system; e-travel system configuration changes; e-travel system administrative changes; e-travel training throughout the United States; analyze/process/correct interface files from the e-travel system into an Oracle Federal Financials National Enterprise System; management of travel cards for centrally billed accounts in which reconciliations and payments are performed; management of individually billed accounts; audit travel vouchers in the e-travel system ensuring proper receipts and claims are present per applicable travel policy, laws, regulations, union agreements, and/or specific agency guidance; identify travel over-payments and coordinate/collaborate with Accounts Receivable Branch to establish debts to collect monies; create credit memos in an Oracle Federal Financials National Enterprise System; communicate with the traveler to resolve issues; track all travel audits in a robust program that produces reports; counsel relocating employees on their move; establish shipment and storage of household goods; develop PCS authorizations; ensure employee tax information is properly recorded and transmitted to the applicable payroll office for W-2 preparation; report employee tax information to the Internal Revenue Service, disperse PCS and travel payments, de-obligate unused funds in an Oracle Federal Financials National Enterprise System.
Performs as a front line manager over the work of a large staff of financial management specialists and accounting technicians affecting all Operating Administrations within the U.S. Department of Transportation (DOT) and several non-DOT client agencies. Applies knowledge of various programs and fund types (direct, F&E, Franchise, Working Capital, Trust, Revolving, etc.) within each customer's organization in order to provide direction, advice, and service regarding financial management matters, audit support and accounting policies to their staff. Additional managerial responsibilities include communicating the organizations vision and objectives; monitoring and evaluating employee performance; coaching and developing employees; approving leave, hiring selections and recommending/approving corrective/disciplinary actions as appropriate.
Exercises judgment in interpreting the intent of legislation, existing statutes and regulations, and agency policies as they apply to formulation of new work. Coordinates with customers involved with accounting responsibilities and with the central control agencies of government including Treasury, the Office of Management and Budget (0MB), and the Government Accountability Office (GAO). Participates in work groups with external customers and participates in other activities around implementation of new customers, and represents the ESC in interagency or public sector committees, meetings, forums, etc. in financial policymaking, standardization, and reporting activities.
The variety of established accounting activities are administered under constantly fluctuating conditions resulting in problems of varying complexity that require immediate and accurate solutions. The incumbent resolves all but unique problems without the intervention of higher-level management. Regularly called upon to develop and recommend policies and procedures for resolution.

To qualify for this position at the FV-J (FG/GS-14/15) level, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-I, (FG/GS-13) level.
