This position has supervisory and managerial authority for the direction of assigned specialists for more than one organizational unit. He/she has supervisory responsibility in planning; communicating the organization's vision and objectives; setting priorities; assigning tasks and responsibilities; monitoring and evaluating performance; coaching and developing employee capabilities; approving leave; and taking, recommending or approving corrective/disciplinary actions as appropriate. He/she establishes work schedules to ensure adequate shift coverage for the accomplishment of work activities to effectively manage the NAS infrastructure.
He/she possesses advanced knowledge of the technical aspect of the work in order to provide direction. Applies advanced knowledge of the applicable Collective Bargaining Unit agreement(s) and other administrative policies and procedures. Possesses an advanced understanding of the vision and objectives of the organization and the ability to integrate the work of multiple organizational units or programs to accomplish the mission.
Performs duties as the technical authority for NAS services for the NOCC, including real-time oversight and operational status monitoring of NAS facilities and services from a national perspective. Responsible for planning, coordinating, monitoring, and reporting of NAS systems and facilities from a national perspective. Serves as the principle organizational element of Technical Operations associated with real-time management of NAS systems and services at the service integrity level. Has authority to make commitments for subordinate organizational units, within guidelines.
Contacts are primarily within the organizational unit, major subdivision and the LOB/SO with subordinates, peers, and higher level managers to discuss the status of projects/programs and to plan for the future. Acts as focal point for the Technical Operations Vice President in managing the NAS, including management of processes for NAS restoration through Technical Operations field offices, second level engineering, logistics program offices, Air Traffic organizations, and overall coordination with Service Area organizations and external customers for problem resolution. Reports significant NAS infrastructure service events to FAA Headquarters senior management
Develops methods of enhancing efficiency of the NAS. Plans, initiates, prioritizes, directs, documents, and reports timely restoration of services and systems. Reconfigures services to minimize interruptions and the relative criticality of particular functions to the safe and efficient operations of the NAS. Coordinates, evaluates, and implements changes to NAS services and systems. He/she develops solutions to resolve unprecedented situations adversely affecting critical components of the NAS through modification/application of existing or emerging technologies.
Defines, plans, and organizes assigned budget, staff, and other resources to accomplish objectives for more than one organizational unit, project or program. Manages budget and either reallocates resources among organizational units/ projects/programs or requests additional resources, as needed .
Individual and organizational performance is typically reviewed periodically by higher level management, usually through status reports and organizational performance measures. Has discretion to ensure the alignment of projects/programs with the tactical (short-term) objectives of the major subdivision.
To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-J or GS/FG-14 pay band level/grade.
