As the Assistant Inspector General (AIG) for Enterprise Risk Management (ERM), the incumbent serves as the Chief Performance and Risk Officer and is the senior executive responsible for providing executive direction and oversight of OIG’s enterprise risk management, strategic planning and performance management programs. Because of OIG’s independence, it develops its own strategic plan and performance management and is responsible for managing risk across the agency to ensure that important risks are identified, ranked, and addressed.
The AIG for ERM will serve as the Inspector General’s representative on all ERM and associated matters and will be responsible for developing and establishing an ERM program in OIG. This involves developing and leading a program to identify and assess areas of enterprise risk; communicating the importance of the ERM program to OIG members of the Senior Executive Service and OIG staff at all levels; developing and implementing education programs addressing ERM and OIG’s code of conduct; implementing a retaliation-free internal reporting process; and collaborating with other OIG SES to effectively incorporate the ERM program within OIG’s existing program and operations.
The AIG for ERM serves as the Performance Improvement Officer for the OIG and liaison with OMB on all performance/risk management issues and oversees performance management across the Agency; ensures appropriate performance measures are developed and implemented, and support agency’s strategic goals and objectives; ensures the OIG’s performance goals are effectively measured; develops and maintains a program to track the progress of the OIG on performance measures; and develops and promulgates policies that are needed to support the risk management program.
The AIG for ERM will oversee implementation of guidance from OMB Circular A-123 to improve accountability and effectiveness of OIG internal procedures and external oversight. The AIG for ERM will implement ERM principles by establishing monitoring mechanisms, assuring internal control effectiveness, and integrating internal controls into existing business activities of all OIG offices. These responsibilities are enterprise-wide. The AIG for ERM will work closely with other OIG Senior Executives in implementation of the ERM program.
The AIG for ERM will have full responsibility for planning and coordinating the development and execution of OIG's Strategic Plan and Annual Performance Report. The AIG for ERM will use results from OIG’s ERM program to identify potential Department and USAGM-wide risks and make appropriate input into OIG’s Annual Work Plan. The AIG for ERM will also provide input to the OIG Work plan based on ERM’s risk analyses of the Department and USAGM.
The AIG for ERM will engage in the following specific activities:
