The Division is responsible for administering the Federal Employees' Compensation Act (FECA), providing Federal workers' compensation to civilian employees of the United States and to others for whom the act-has been extended: The Division is responsible for the adjudication of all claims filed under the FECA and extensions thereof, makes all payments and arranges for necessary medical and rehabilitation services.
This position is outside the bargaining unit.

Directs and supervises a Federal staff of five GS-14 and one GS-13 Automated Data Processing (ADP) as well as a significantly large (2o+) contract staff whose assignments equate to the GS-13 level. Plans the work for the Branch, schedules projects and activities, establishes priorities, and discusses goals and objectives with staff. Prepares performance evaluations and merit staffing announcements as necessary. Makes recommendations concerning promotions, reassignments, and personal training needs.
Determines the need for contractual services and initiates the task orders. Serves as COTR for multi-million dollar ADP contracts. This includes management of the budget for the contract and determining staffing level needs. Contract managers report directly to the ADP Branch Chief for project direction and program guidance to relay to their staff. Tracks DFEC ADP contracts and advises Division and OWCP management on financial status and work progress. Reviews, evaluates coordinates testing, and approves program-related contractor or in-house developed software, documentation, design proposals and support.
Directs and coordinates contract support activities in the operation, maintenance and enhancement of the Division. Develops requirements for system enhancement, and ad hoc queries for the purpose of ensuring appropriate systems to control the payment of benefits; and, provision of systems for financial management, claims processing and management information necessary to the effective administration of the FECA.
Oversees and directs studies and assessments of information needs of the Division, in order to identify possible or further applications of ADP and related technology in conjunction with program staff and analysts.
Serves as a source of expert advice and assistance to the program Director, management officials and systems users on current and proposed ADP systems, including new or improved methods, equipment and technology. Ensures the development and availability of up-to-date system design and applications documentation for systems operation and maintenance, to include user oriented documentation and appropriate reference material that is clear, comprehensive and sufficiently complete to allow the user to effectively operate delivered systems, and where appropriate, modify and enhance.
Serves as member of the Change Control Board (CCB) which is responsible for determining policy and setting priorities for upgrades, enhancements and changes to ADP systems.
Supervises and coordinates the development of quality control systems for ADP activities to ensure integrity of work performed. Briefs the Directors of DFEC and OWCP and other concerned officials about problems encountered and formulates recommendations regarding the quality and volume of work being performed.
Is responsible for the development, in conjunction with other DOL components, of security standards and measures for the DFEC data systems.
Serves as point of contact for the Division on all matters involving ADP processing of FECA work, coordinating with other internal agencies and with Federal departments, labor organizations and others for the exchanges of ADP program data information.
Consults and coordinates with managers on issues impacting on the nature of work done beyond OWCP; i.e., system design and information collection affecting OWCP and other DOL components.
