Responsible for programmatic analysis and business related support for AXE including funds certification pertaining to procurements, purchases (including purchase card and fleet card transactions), travel and other business functions; program asset planning; serves as travel subject matter expert (SME) for the Office. Works with AXE managers and other analysts on funds expenditure and the reconciliation process; coordinates, updates and maintains detailed AXE spend plans; researches and analyzes opportunities for AXE cost savings, and assists AXE managers with business case development. Prepares monthly financial health reviews and spend plans based on allocations received. Maintains accounting records and analyzes funds and expenditures to identify anomalies or possible trends, which may influence funding requests. Tracks and conducts financial metric evaluations. Utilizes appropriate databases (e.g. PRISM, REGIS, Microsoft Access, Microsoft Excel, etc.) to track expenditures and certify funds available for expenditures; utilizes a variety of automated tools (e.g. SPIRE, Knowledge Sharing Network, USBank, PRISM, REGIS, etc.) to complete work assignments.
Applies experience and comprehensive knowledge of the AXE and acquisition processes to comply with the requirements and regulation of the Agency, DOT, and Federal government (including the Treasury Department, Office of Management and Budget (OMB), General Accounting Office (GAO), and Congress). Responsible for interpreting DOT and OMB guidance. Develops a variety of graphs, briefings, and other reports for use by AXE management.
Serves as Contracting Officer’s Representative (COR) on AXE contracts. Performs COR duties by monitoring and ensuring contractor performance; provides technical direction to the contractor, and interprets technical processes and procedures for the Contracting Officer (CO). Assists with the programmatic business and acquisition actions; prepares procurement requests (PRs), statements of work (SOWs), independent government cost estimates (IGCEs), Interagency Agreements (IAAs), Memorandums of Agreement (MOAs) Market Analysis, Rough Order of Magnitude estimates (ROMs), and other agreement/contract documentation. Monitors and tracks contract invoices for accuracy; completes acceptance of invoices and provides guidance and recommendations on contractual actions. Responsible for ordering supplies and equipment using the government Purchase Card (P-Card) with high single and monthly spending limits. Drafts messages and prepares correspondence as required in response to technical requests and uses diplomacy in coordinating with internal and external customers in response to inquiries. Assists in preparation of presentations.
Assists with coordination of training requirements. Provides analysis and guidance on application of policies and procedures related to training. Serves as the liaison for HQ and AXE management team, tracks, manages and reports on training needs. Duties include helping to prepare the annual call for training requirements ensuring quota received is managed appropriately, fully utilized and conforms to the ASH Core Curriculum providing justification for those that are not. Prepares and/or reviews out-of-agency requests for processing, ensuring conformance with ASH/AXE policy. Serves as an alternate eLMS training coordinator for AXE and provides support by assigning and removing offerings, running completion reports and recording training completions.
Independently plans time and completes special projects. Interprets agency and ASH policy and creates office guidance based on those policies. Performs a full range of administrative functions, including travel review, time and attendance, Labor Distribution Reporting (LDR), management information systems and procurement, records management, management of the AXE government cars, and POC for space management.
Performs other related duties as assigned.
