Provides leadership and oversight for the planning, coordination, direction, implementation and assessment of the aviation intelligence analysis and national security coordination. Oversees the execution of FAA’s emergency management response to incidents impacting day to day operations. Manages allocated portions of the budget, prioritizes and reallocates resources, and acquires additional resources as needed.
Oversees the current information flow, to include the collection, and dissemination of air transportation security information and intelligence in coordination with other FAA Lines of Business, as well as other U.S. Government agencies, such as the Transportation Security Administration, Customs and Border Protection, the Intelligence Community and Law Enforcement Community partners. Communicates with Senior management as well as heads of other government agencies regarding threats to aviation to ensure rapid responses to urgent security situations; provides rapid, reliable and effective methods of obtaining, analyzing, verifying, summarizing, and presenting critical information to key FAA & DOT officials and other Federal agencies. Ensures Senior Leadership receive timely notifications of significant aviation incidents occurring throughout the National Air Space, and globally (as appropriate), as well as significant incidents to FAA personnel and infrastructure which may affect FAA operations.
Coordinates the development of national-level plans and strategies for achieving shared Air Domain Awareness across the Federal Global Air Domain Community of Interest; Responded to National Security Council requests regarding threats to commercial aviation. Provide assistance on legislative policies involving aviation security; supports developed of responses to Congressional inquiries. Develop briefings and Congressional testimony.
Manages the intelligence analysis and coordination activities in accordance with Intelligence Community directives to meet the needs of leadership, Lines of Business, and interagency partners; manages the collection, analysis, and dissemination of information and intelligence relating to aviation emergencies or incidents. Oversees FAA’s national security programs; builds and maintains relationships with Interagency aviation stakeholders to ensure national security objectives are achieved.
Oversee the development and coordination of preparedness policies, orders, and guidance; oversees the development, execution, and after-action process for intra- and interagency incident preparedness and response exercises. Ensures execution of FAA wide incident response; monitors for severe weather (hurricanes/tornadoes) and other issues affecting NAS operations. Ensures Emergency Incident Coordination is executed by ensuring relevant information is collected from the disparate sources, and a cohesive message is drafted for distribution to FAA and DOT leadership to provide them situational awareness.
Interact with Senior Leadership, FAA Administrator, DOT IG and Emergency Response and Intelligence Office, Department of Homeland Security, the Office of the Director of National Intelligence, and Heads of other Federal Agencies enhancing aviation safety and security of the National Airspace System. Conducts presentations and briefings, resolves conflicts/issues, encourages consensus and makes decisions on critical incident support. Manage, direct and oversee the functions and activities of the organization.
Exercises a full range of managerial duties, including strategic planning, resource allocation, establishing priorities, and communicating the organization’s and agency's vision and strategic goals and objectives, sets priorities, assigns tasks and responsibilities, monitors and evaluates performance of organizational units, managers, and employees; coaches and develops staff and organizational capabilities; approves leave; takes or approves corrective/disciplinary actions as appropriate.
Candidates must have one year (52 weeks) of SPECIALIZED EXPERIENCE equivalent to at least the next lower grade level (FV-K or FG/GS-15) that is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.
