The incumbent manages the Branch of IP and serves as a technical expert. The incumbent applies and interprets conceptual, economic, statistical, analytical, interview and data collection principles and practices in a wide range of unique and highly complex situations involving sensitive companies sampled for numerous BLS programs. Duties include, but are not limited to:
• The incumbent has responsibility to direct and provide technical guidance and leadership to professional subordinate employees in the following areas: developing and improving survey collection strategies and procedures; improving survey non-response; assisting branch Field Economists in developing strategies for obtaining participation from respondents critical to the IP indexes, multiple BLS programs or which have complex pricing practices or initiation procedures; leading, training, and mentoring others; explaining survey findings and data uses; providing guidance on CIPSEA and the BLS confidentiality policy; exchanging information on developments relevant to the programs; and making presentations to interested groups regarding survey results. The incumbent must keep abreast of local, regional, and national economic trends, laws and conditions impacting services and industries included in the indexes, and significant outputs from BLS programs.
• In consultation with the Assistant Regional Commissioner and the Division Director, the incumbent directs survey planning for the branch and participates in the overall survey planning for the division. Operational plans are developed which support divisional operations as well as national and regional office strategic plans. Incumbent analyzes workloads, staffing capabilities, and budget limitations to assess and effectively plan the work so as to meet quality, response, and deadline objectives while managing resources efficiently. Monitors resource utilization against budget to ensure cost efficiency and identify potential surpluses or deficits, recommending corrective action to stay within budget limits. Works with other regional branches to facilitate coordinated collection in order to reduce respondent burden and maximize collection efficiencies.
• Researches or directs research and contacts with companies that have complex structures, maintain highly sensitive/confidential records, and usually require highly placed corporate officers' approval before participation. Examples of such industries are insurance, finance, real estate, major manufacturers, airlines and medical care. Explains the conceptual foundations and technical requirements of the programs to high level corporate officials to gain their voluntary cooperation. Researches and analyzes a variety of unique and complicated data sources, and determines which source or combination of sources will yield the kind and quality of data needed to satisfy BLS data requirements. Evaluates the data reported for consistency within the company and for conformance to the standards of each survey. Ensures that coordination of overlap companies with CPI and other BLS programs is achieved.
• Ensures the quality of the data collected by all staff through a comprehensive data quality program consisting of observational interviews, Industrial Price Initiation Verifications (IPIVs) and scheduled reviews for multiple surveys. Analyzes data to improve overall Branch performance.
• Works with regional mentors to ensure that appropriate staff development takes place and that Field Economists are certified for technical competency for independent data collection.
• Ensures that changes in survey techniques or design are well understood and properly and promptly implemented by staff. Immediately identifies errors that may impact local or national data and promptly notifies regional and national management. Promptly addresses any data integrity issues which may surface in the quality assurance process.

Every supervisor in the executive branch has a heightened personal responsibility for advancing government ethics. It is imperative that supervisors serve as models of ethical behavior for subordinates. Supervisors have a responsibility to help ensure that subordinates are aware of their ethical obligations under the Standards of Conduct and that subordinates know how to contact agency ethics officials. Supervisors are also responsible for working with agency ethics officials to help resolve conflicts of interests and enforce government ethics laws and regulations, including those requiring certain employees to file financial disclosure reports. Basic Requirements:
Economist, GS-0110: Degree: Degree in economics, which included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus; OR Combination of education and experience: courses equivalent to a major in economics, as shown above, plus appropriate experience or additional education.
Statistician, GS-1530: Degree: Degree that included 15 semester hours in statistics (or mathematics and statistics, provided at least 6 semester hours in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education , or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology; OR Combination of education and experience: courses shown above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.
Specialized Experience:
In addition to the above basic requirements applicants must have one year of specialized experience to the next lower grade, GS-12, in the Federal Service.
Specialized experience is experience in, or directly related to economics or one of the specialized fields of economics. This experience must have equipped the candidate with the knowledge and ability to perform fully the work of the position. Examples of qualifying experience include: (a) direct data collection; (b) monitoring and administrating surveys; (c) individual economic research assignments requiring planning, information assembly, analysis and evaluation, conclusions and report preparation; (d) supervisory or project coordination assignments involving a staff of professional economists.
