The incumbent will perform multiple and varying assignments under
limited direction of a manager, providing support and assistance to other managers, engineers,
specialists, contracting officers' representatives, and other personnel in connection with the
particular segment of the organization to which assigned. This position reports to a Group
Manager.
Assignments regularly require interpretations of internal and external policies; including policies within the FAA's Acquisition Management System (AMS) and extrapolations from precedents. He/she will work closely with more experienced, senior personnel in performing support tasks in the contracting and financial management program. Assists in the purchase of standard, common-use items. The employee demonstrates independence in planning time and using assigned resources to accomplish tasks or small projects to include assembly. He/she reviews and analyzes acquisition packages and types of requests for proposals, bids, or
quotations, checking documents for errors and ensuring that standard or special provisions are
current and in accordance with applicable regulations and policies.
He/she performs financial analysis and reporting to include working with budgets assigned to large scale
technical aviation programs and services. He/she uses quantitative and qualitative analyses
to evaluate program metrics. Maintains automated systems to record, reconcile, validate and track
data; identify discrepancies and perform various analytical studies. He/she utilizes automated tools
and financial systems to create graphics and charts for inclusion in presentations to senior officials.
The candidate will participate as an active team member in planning, monitoring, and conducting
special projects, studies, and initiatives. He/she analyzes problems, identifies significant factors,
gathers and interprets pertinent data, and apply established rules and procedures in order to
recommend effective solutions. This work directly impacts the safety of air traffic operations and the
NAS.
He/she is guided by established policies/procedures for most assignments but allow considerable
discretion to select the appropriate approach or recommend solution. Work is reviewed periodically,
at major milestones and at completion, for policy compliance, and alignment with the requirements
of projects and/or other work activities.
