This position is located within the Department of the Interior, National Park Service, Denver Service Center, Design and Construction Division, Technical Branch in Lakewood, CO. The incumbent serves as the Senior Structural Engineer within the Technical Branch. The Technical Branch provides expertise in managing design and construction projects developed for the National Park Service as well as partnership agencies and offices. This Branch provides quality assurance and technical support to the DSC Division of Design and Construction, other DSC divisions as well as Parks, Regions and partnership agencies and offices.
The Denver Service Center (DSC) is the central planning, design, and construction project office for the National Park Service. DSC provides cradle to grave project management and delivery; from planning to construction. DSC works in every NPS region and in more than half of all parks in the National Park System. At the full performance level (GS-13) the major duties of this position include, but are not limited to the following:
1. Performs quality assurance reviews on all DSC projects with structural engineering aspects. Work includes reviewing structural engineering drawings, specifications, and calculations; geo-technical reports; structural condition assessments; historic structures reports and assessments; and structural engineering reports. Ensures compliance with established criteria, sound engineering principles, and professional practices. Detects omissions, discrepancies, inadequacies, and non-conformance with approved criteria. Completes a minimum of 15 hours of structural engineering continuing education credits each calendar year.
2. Performs structural engineering quality assurance reviews (as described above) on Park, Region and Partnership projects when requested.
3. Conducts condition assessments of existing structures, including historic structures. Work includes structural analysis of components and structures, preparation of reports, and development of drawings and specifications for repair.
4. Conducts investigations of collapsed and distressed structures. Work includes structural analysis of components and structures, preparation of reports, and development of drawings and specifications for repair.
5. Maintains the Denver Service Center (DSC) building code library. Ensures current and legacy building codes are available for use. Maintains the DSC structural engineering library. Ensures current standards and reference materials for all structural materials are current and available for use.
6. Develops and maintains NPS and DSC structural engineering design requirements which set the standards for quality of work prepared by in-house staff and structural engineering firms.
7. Serves as principle advisor on technical issues with respect to structural engineering issues for DSC and NPS.
8. Provides expert consulting services and technical assistance to DSC, Regional Offices, Parks, and other NPS offices.
9. Represents DOI and NPS on the Interagency Committee on Seismic Safety in Construction (ICSSC) and actively participates in the development of national seismic standards for federally owned and leased buildings. Serves as the NPS Seismic Safety Coordinator and the Department of the Interior (DOI) Seismic Coordinator.
10. Develops and maintains seismic policy guidelines for NPS and DOI leadership.
NPS has determined that the selectee may be allowed to telework with supervisor approval.
Salary Range Information:
GS-13: $96,856 - $125,910 per annum. First time hires to the federal government typically start at the beginning salary in the range for their respective grade level.

Minimum Qualification Requirements:
To qualify for this position you must meet the (1) Basic Educational Requirements AND (2) Specialized Experience for the grade to which you are applying.
(1) Basic Educational Requirements:
A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor’s degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. (2) Specialized Experience:
To qualify for the GS-13, you must possess at least one full year of specialized experience equivalent to the GS-12 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1) reviewing and/or evaluating industrial facilities’ structural design and maintenance plans to verify compliance with regulations and utilization of industry standards and best practices; 2) applying policies/procedures on inspection and investigative techniques to promote and enforce safety in industrial facilities’ operations; 3) conducting investigations of collapsed and distressed structures; and 4) conducting structural analysis of components and structures, preparation of reports, and development of drawings and specifications for repair.
