Performs basic, progressively more difficult assignments. Receives academic and on-the-job instruction in the fundamentals of the appropriate discipline. Acquires and applies basic technical knowledge and limited experience to accomplish assignments. Receives instruction in engineering, mechanical, electrical, or electronics fundamentals, Federal Aviation Regulations, and shop practices.
Assists other employees during early developmental stages. As employee progresses in training and
gains experience, he or she independently completes assignments of limited difficulty. Contributes to the organization as a team member for projects that may have direct and/or indirect impact on air traffic control operations. Work is completed using various general and specialized trade skills, including but not limited to: electrical, carpentry, metal & composite roofing, concrete, plumbing, welding, dry wall, chain-link & iron fencing, painting, masonry, Gasoline & Diesel mechanic, HVAC, heavy equipment maintenance, operations of heavy machinery and commercial vehicles. The incumbent is expected to help senior technicians, develop cost estimates for various projects, gather technical data, evaluate/formulate safety procedures, and determine manpower requirements for assigned projects.
The Technician is expected to review technical manuals, FAA Orders as well as become familiar with the National Electric Code (NEC) and Occupational Safety and Health Administration (OSHA) standards for work place safety. Developmental Technician is expected to learn and apply electrical, mechanical, structural, and civil engineering technical skills in diagnosing, adjusting, modifying, testing, overhauling, demolishing, installing, repairing and servicing plant & structure systems, equipment and component parts.
During early developmental stages, contacts are primarily internal to the immediate work unit. As training progresses. contacts are expanded to include representatives of external organizations. In both cases, contacts are made to share information , provide data, and discuss the statuses of assignments.
Regularly refers problems and questions to a supervisor, team leader, or more experienced technician. Works with increasing independence as development progresses. The incumbent applies experience and construction knowledge in order to plan and complete assignments in support of National Airspace Systems (NAS). Develops the ability to converse with a variety of contacts to successfully complete an assigned project. Contacts include but are not limited to, District personnel, managers: airport authorities, material and equipment suppliers, as well as other Field Maintenance Program (FMP) technicians from other areas of the United States.
Supervisors, team leaders, or more experienced technicians furnish instructions for completing detailed assignments. Work is reviewed carefully and frequently while in progress and at completion for quality I and timeliness.
To qualify for this position at the FV-F level, you must demonstrate in your application that you possess at least one year (52 weeks) of specialized experience at the next lower pay band/grade, equivalent to FV-E, FG/GS-5/6. Specialized experience as a heavy equipment operator, heavy equipment mechanic, Engine Generator technician, surveyor, electrician, welder, plumber, pipefitter. Experience in a trade or craft (such as carpentry, concrete, roofing, masonry, Gas & Diesel mechanic, etc.) may be credited as specialized if the work experience provided knowledge of the techniques, methods and procedures.
