The incumbent serves an Agency Senior Program Executive in accordance with authority delegated by the Grant Programs Directorate (GPD) Assistant Administrator, exercises leadership over FEMA's grant policy responsibilities, serving as the Senior Policy Advisor for FEMA's Grant Policy Integration in GPD.
Directs the development of policies, guidance and implementation strategies for all FEMA grants. Plans and coordinates the development of Grants Management national policy, strategy, program analysis, evaluation, audit, and performance management for the Federal Emergency Management Agency that is consistent with the Administration's and Department's policy positions. This includes working and coordinating with all Policy and Program Analysis offices, FEMA and Department personnel, as well as personnel of other departments and agencies, State and local governments and other organizations. Continuously analyzes and recommends changes to programs, policies, and performance measures to increase program efficiency and responsiveness.
Maintains a close collaboration with the Resilience Directorate, as well as other FEMA/DHS components and other Federal departments and agencies, to synchronize FEMA Grant Policy activities across the Federal government. Participates in the Agency's strategic and systems planning, budgeting, and long-term strategic planning initiatives.
Serves as the Agency representative on interdepartmental committees and organizations related to grants and assistance policy. Liaison with other departments/agencies and government-wide consortiums on techniques, new developments, and requirements related to grants and assistance policy. Represents FEMA before Congress on grant and assistance activities of interest to the legislative branch. Maintains liaison with industry and university business groups.
Emergency Assignment -Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may he extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.
The incumbent is expected to have knowledge and competence in applying mathematics, statistical, and economic analysis techniques to review and analyze various program areas as well as formulate long range technical and management plans; and, a demonstrated understanding of a broad range of principles, theories, and methodologies of operations research and related fields to provide expert consultation, technical guidance, and analytical capability. The incumbent must be able to work independently and provide technical leadership in his/her field; serve as an authority within the organization on integrating risk and threat information into cyber and physical analytic products; and, articulate creativity and innovative approaches to interpret, evaluate, and integrate risk information from various sources to influence projects and sector initiatives.
SPECIALIZED EXPERIENCE:
Applicants must have one year of specialized experience in financial grants management, non-profit or volunteer work that has provided the applicant with the knowledge, skills, and abilities to successfully perform the duties of this position.
To qualify for the SL-00, you must possess one year of specialized experience equivalent to the GS-15 level in the Federal service, or comparable experience not gained through federal service.
