Your qualifications will be evaluated on the following competencies (knowledge, skills, abilities and other characteristics):
1. Ability to formulate strategic vision to implement hatchery reform at Makah NFH. Ability to initiate and implement long and short-term strategies for addressing Hatchery Scientific Review Group (HSRG) and Hatchery Review Team (HRT) recommendations to increase benefits and reduce risks from hatchery programs at Makah NFH.
2. Ability to represent the Service and interact in a diplomatic manner in multi-agency forums with tribes, states, and federal agencies while maintaining special consideration to the sovereign Tribal governments and their resource agencies.
3. Ability to supervise staff and provide skilled leadership. More specifically incumbent is expected to have the ability to gain positive outcomes, manage conflict, make work assignments, articulate performance expectations, evaluate performance, and train and develop employees. Incumbent must have high self-motivation and self-discipline.
4. Comprehensive working knowledge of the laws, regulations, policies, and procedures affecting the Service and various other partners with which the Service works, including tribes and state agencies. Knowledge of Federal and state environmental regulations and policies to ensure compliance.
5. Knowledge of program management systems, financial management systems, and budget planning programs (FBMS) sufficient to manage the budget and prepare budget planning documents, annual work plans, and strategic planning efforts. Must be knowledgeable about procurement and contracting rules, regulations, and procedures.
6. Skill and demonstrated mastery of hatchery management production methods, techniques, and equipment used from spawning through release; and fish distribution methods, fish nutrition, feeds and feeding techniques, and signs of poor fish health.
7. Skill in diplomacy for fostering tribal trust, good working relationships, and agreements with sovereign tribal governments, agencies, and tribal members.
8. Skill in persuasively negotiating and communicating hatchery and fishery management issues to various publics, and especially Makah Tribal representatives, when presenting matters pertaining to the hatchery and the Service.

This position is located at Makah National Fish Hatchery (NFH), near Neah Bay, WA. This hatchery spawns and rears fall Chinook salmon, coho salmon, and winter steelhead in support of Treaty Trust obligations, commercial and sport fisheries, and conservation of Tsoo-Yess River salmonid stocks. The production program is guided by a Hatchery Operation Plan, a business lease agreement, and several cooperative agreements with the Makah Tribe. Makah NFH produces approximately 2.7 million salmon and steelhead smolts for release into the Tsoo-Yess River located on the Makah Indian Reservation. Returning adults make a substantial contribution to tribal, U.S., and Canadian sport and commercial ocean harvests. They also support important tribal commercial, ceremonial, and subsistence fisheries, as well as non-member sport river fisheries. Makah NFH supports theMakah Tribal recovery program for the endangered Lake Ozette sockeye salmon by providing a secure egg incubation facility. The hatchery also provides educational and outreach opportunities to local communities and visitors.
