The Division of Accounting Services is responsible for Office functional responsibilities concerned with both ERISA-related functions and general accounting programs and services. ERISA efforts include the review of selected accountants' opinions and related ERISA annual financial reports (Series 5500), on-site review of audit work papers, and referral of apparent problems for consideration by the Office of Enforcement (OE). Office of the Chief Accountant, Division of Accounting Services in the Employee Benefits Security Administration (EBSA). EBSA administers Department of Labor (DOL) functions in connection with Titles I and III of the Employee Retirement Income Security Act (ERISA), with specific responsibilities for policy development, enforcement, interpretation and administration of associated reporting and disclosure programs.
Major duties for this position include but are not limited to, the following:
Reviews and analyzes the full range of accountants' opinions (with particular attention to those considered as highly complex and those referred by junior Division staff, other Office and Agency components and the Department's Office of the Solicitor) submitted as part of the ERISA annual financial reports. Studies those opinions which present unprecedented or unusually challenging problems or concerns and those issues which require thorough understanding of accounting and auditing standards and practices and specialized ERISA requirements governing employee benefits plan administration.
Requests background or additional data and information, reviews past cases and findings of relevance and defines the nature and source of potential concerns. Prepares written reviews of findings, recommending OE review and/or consideration for further investigation.
Plans individual work paper reviews and analyzes audit work papers which support the accountants' opinions. Reviews require a thorough knowledge of Generally Accepted Auditing Standards (GAAS), Generally Accepted Accounting Principles (GAAP) and a comprehensive understanding of how these principles and standards are applied to audits of employee benefit plans.
Provides professional accounting advice, support, and services throughout EBSA regarding: proposed class exemptions and draft regulations to determine impact on employee benefit plan accounting; drafting Division-Level accounting and auditing guidance, procedures and other materials; development and delivery of training materials; and review and analysis of impact of legislation, external (GAO, OMB) government policies or private sector accounting policies.

BASIC REQUIREMENTS:
Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")
OR
Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also
include one of the following:
1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
In addition to meeting the BASIC REQUIREMENTS, applicants must have 52 weeks of specialized experience equivalent to the next lower grade level, GS-12, in the Federal Service as experience performing employee benefit plan audits; analyzing accountants' opinions and related financial statements and footnotes prepared to meet ERISA reporting requirements.
