As a Contract Specialist, you will:
- Serve as an agency senior subject matter expert and technical authority in all areas of contract administration, price analysis and purchasing activities
with an unlimited contracting officer's warrant.
- Serve as lead negotiator for complex procurements when dealing with representatives of commercial firms, manufacturing companies, educational
institutions, etc. to develop or revise contracts for furnishing services, supplies equipment, or other materials.
- Serve as one of the agency contracting officers responsible for all areas of large dollar, complex contract negotiation, administration, price analysis
and procurement.
- Develop contracts for the provision of services, supplies, or equipment, by requesting proposals for contracts, negotiating the terms of such
proposals, monitoring contract performance after award and recommending termination action.
- Perform procurement planning, advising program office in program planning meetings, and identifying program requirements.
- Plan and develop a program for administrative management of contracts for the NCUA.
- Examine and evaluate price proposals submitted by bidders or contractors in connection with solicitations, contract changes and final settlements on
contracts.
- Assist and guide representatives from other NCUA offices in developing solicitations, contractual documentation and statements of work to meet all
legal and regulatory requirements and are structured in the best possible interests of NCUA.
- Represent NCUA before other agencies as the program's contractual authority at conferences and meetings on procurement matters such as small
business issues, protests, training forums, etc.
A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. In order to receive consideration, transcripts must be submitted at the time of application.
Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph D.

With respect to each waiver granted under this Paragraph D, the senior procurement executive must document for the record the basis of the waiver. If an individual is placed in a position in an agency on the basis of a waiver, the agency may later reassign that individual to another position at the same grade within that agency without additional waiver action.

Pay will be set within the advertised pay range to align with the selectee's skills and experience and the requirements of the position.
SALARY: Pay will be set using NCUA's Compensation policy. The salary range shown is NCUA's Local Pay Rate (LPR) which includes a locality rate of 42.87% for the Alexandria, Virginia geographical area.
