The incumbent of this position serves as a Senior Research Economist in the Office of Tax Analysis (OTA). As a Senior Research Economist, the incumbent is the authoritative economic expert on a health policy as it relates to the federal tax system. The incumbent advises Treasury and Administration officials on the economic and revenue consequences of federal health policy, particularly policies related to premium tax credits and tax exclusions for employer-sponsored health insurance.

Model Development: Lead OTA economists in the development of, and estimates from, the individual income tax model and health behavioral model. Anticipate, develop, plan and initiate highly technical and specialized research and studies to develop new approaches and improve analytical and estimating methodologies. With the OTA Directors, set short- and long-term priorities for the health team. Provide constructive advice to staff and recommendations to the Directors on ways to improve OTA’s ability to analyze complex health policy questions. Contribute to production and publication of model documentation.
Estimates and Analysis: Facilitate production of revenue estimates and other analyses related to (a) the President’s annual Budget and Mid-Session Review; (b) requests from Congress, OMB, and other agencies; (c) requests from the OTA Division Directors, Assistant Secretary (Tax Policy), and other Treasury officials; and, (d) regulatory impact analyses of tax regulations subject to review by the OMB Office of Regulatory Affairs. Coordinate and review the contributions of revenue estimators and economic modelers to make certain that the work is done in a consistent and high quality manner, and that deadlines are met. Contribute to and review formal regulatory impact analyses related to changes in health policy.
State Innovation Waivers: Lead OTA’s work to evaluate, approve or deny, and exercise oversight of ACA section 1332 state innovation waivers. Represent Treasury in discussions with officials representing the Department of Health and Human Services and states that have applied or are considering applying for waivers.
Policy Advisor: Report on, and provide briefings regarding, economic effects estimates and revenue estimates to the Assistant Secretary (Tax Policy) and deputies, the OTA Division Directors, other interested or affected Treasury offices, other Federal agencies, including the Council of Economic Advisors and the Office of Management and Budget, and members and staff of Congressional committees dealing with tax and health policy matters. Furnish highly authoritative economic, statistical, and technical information regarding economic effects and revenue estimates to support the policy decisions of such officials, providing both oral and written accessible and non-technical explanations to these officials. Advise such officials on factors such as the accuracy and reliability of the economic effects estimates and revenue estimates.

Experience must have been at a sufficiently high level of difficulty to show clearly that the candidate possesses the required professional and technical qualifications and core qualification set forth below. MTQ 1- Expert knowledge of the Affordable Care Act (ACA), which includes the ability to use analytical and estimating economic methodologies to conduct highly technical studies to develop new approaches to implementing aspects of the ACA.
MTQ 2- Expert knowledge of economic estimates and analysis related to tax policies being considered or developed by the Administration, Congress or others.
MTQ 3- Expert experience as a health policy advisor and the ability to coordinate teams working on state innovation waivers
