This position is located in the Office of Energy Policy and Innovation's (OEPI) Division of Economic and Technical Analysis (DETA). OEPI coordinates the development of policies and rules that address emerging challenges in the electric and natural gas industries. DETA works to enhance existing market rules, processes, and operations in the electric and natural gas industries in order to promote competition and efficient market design, address emerging challenges, and send appropriate long-term investment signals.
The individual in this position has responsibility for performing as an authoritative technical subject-matter expert, coach, reviewer, and team leader and as an advisor to OEPI, other program offices and the Commission. The advisor will address complex energy market and policy issues which have a major impact on the electric industry and other markets. The advisor works individually, as a team member, or as a team leader, and can be assigned to multiple projects concurrently, often across offices and sometimes in a different capacity on each project. The advisor may be tasked with representing the Commission at technical conferences and industry liaison meetings.
Major Duties
- Performs comprehensive analysis of issues impacting electric and other energy markets regulated by the Commission.
- Analyzes and provides recommendations on specific policy proposals and develops generic policy proposals, ensuring that they are supported by the Commission's enabling statutes.
- Performs quantitative and qualitative research and analysis to examine the functioning of the electric markets for the purpose of identifying areas for potential reform.
- Employs economic and statistical techniques to ensure the quality of such analysis.
- Speaks on behalf of and represents the Commission at industry conferences.
- Participates as an expert on economic and technical market issues at industry conferences.
- Establishes good working relationships with high level representatives of all segments of electric and natural gas industries.
- Serves as advisor to Commission management.
The advisor develops and analyzes available information sources in the electric industry to effectively advise on market structure, performance, policies and regulations. The advisor uses a comprehensive understanding of relevant market and regulatory issues, together with extensive knowledge of current Commission initiatives, to assess and analyze the effects of current market activity and proposed regulations, rules, and policies. To carry out these duties, the advisor must have expert knowledge of natural gas and electric market dynamics and industry practices, a mastery of analytic and evaluative methods including quantitative approaches, an understanding of Commission policies and initiatives, and an overall expert knowledge of current market conditions, trends, and developments in the electric industry. The advisor must comprehend current, and forecast future, market characteristics in order to identify potential and actual problems and opportunities, and assess the ability of various policy options to solve identified problems.
