WHAT IS THE HUMAN CAPITAL OFFICE (HCO) DIVISION? The HCO mission is to make IRS an employer of choice and a leader in human capital planning and management. It develops strategies and tools for recruiting, hiring, developing and retaining a highly skilled and high performing workforce to support the IRS mission. HCO develops and implements technology-enabled systems to improve human capital planning and management and to empower employees to achieve their potential.
IRS Recent Graduates Program affords developmental experiences in the Federal Government intended to promote possible careers in the civil service to individuals who have recently graduated from qualifying educational institutions or programs. Successful applicants are placed in a dynamic, developmental program with the potential to lead to a civil service career in the Federal Government.
Following the completion of program requirements, selectees may be considered for non-competitive conversion to a career-conditional or term appointment. All conversion requirements will be identified in the Participant Agreement. Program requirements include but are not limited to: Successful completion of at least 1 year of continuous service; Completion of at least 40 hours of interactive training; Mentorship; Demonstration of successful job performance; and Meet the qualification position standards. In the Recent Graduates Program you may qualify based solely on education, experience or a combination of both. You must meet the following requirements by the closing date of this announcement:
GS-05 LEVEL: You must have 3 years of general experience, 1 year of general experience at a level of difficulty and responsibility equivalent to the GS-4 grade level in the Federal service. The HCO Workforce Relations (WRD) Division establishes IRS labor and employee relations policy and to provide related support and expertise to Service management and employees, as well as its field and embedded labor/employee relations staff and operations.
The HCO Payroll and Personnel Systems (P&PS) Division delivers bi-weekly pay checks through the timely and accurate processing of all personnel and payroll transactions for all IRS employees while providing outstanding customer service through the Employee Resource Center. The HCO Office of Executive Services (OES) Division provides integrated executive policy and operational personnel support services in a centralized structure to the Senior Executive Service (SES) and Streamlined Critical Pay Executives. The Office provides a one-stop approach to resolving problems and providing support to all executive customers as well as high-level staff support to the Executive Resources Board .
The HCO Leadership, Education and Delivery Services (LEADS) Division provides Service-wide training delivery services as well as training technology support, leadership and cross-functional training programs, training policy guidance; and quality assurance for all IRS training.
The HCO Work-Life Benefits and Performance (WBP) Division ensures accountability for retaining IRS employees through integrated human capital programs (performance management, compensation, benefits, leave, workers’ compensation, and work-life services) that pay, reward, and progress employees throughout their careers, and provides consistent Service wide policies for organizational change and workforce transition initiatives.
