CBOs Tax Analysis Division is seeking an applied microeconomist with strong modeling skills to conduct research and analysis on a broad range of tax policy issues. The Tax Analysis Division is responsible for providing the Congress with analysis and evaluation of the effects of past and proposed changes to federal tax and transfer policies. It is also responsible for forecasting federal revenues as part of CBOs baseline budget projections. The analyst will conduct empirical research on a variety of federal policy issues and will help to add new capabilities to CBOs individual income tax simulation model. The analyst will also write reports for the Congress on the economic and budgetary effects of federal policies. Those reports may require the analyst to conduct empirical research, undertake analysis of potential policy changes, or develop quantitative models to use in those efforts. The position requires facility with quantitative work, including economic modeling, and it involves regular contact with staff members in the legislative and executive branches. CBOs analysts are encouraged to participate in the policy research community by presenting papers at conferences, publishing articles in professional journals, and circulating preliminary research in CBOs working paper series.
BACKGROUND INVESTIGATION OR CLEARANCE
Applicants should have an advanced degree or equivalent graduate education in economics, public policy, or a related field; a strong background in economics; quantitative analytical experience in economics, tax policy, or a closely related field; experience using large microdata files; demonstrated ability with statistical software or high-level programming languages; the ability to clearly present their work orally and in writing to nontechnical audiences; excellent communication and interpersonal skills; the ability to initiate and complete projects independently and as a team member; and a desire to work on issues of interest to the Congress. Experience developing or improving microsimulation models and analyzing federal tax or income support policies is preferred but not required. Candidates must have passed, or be able to pass, a Tier 2 (public trust) investigation, which includes a credit check. A higher-level security clearance may be accepted instead.
