The Associate Administrator for Safety is responsible for providing executive leadership and direction to a multidisciplinary professional staff of transportation safety experts in developing and implementing strategic national initiatives, programs, and policies to reduce fatalities and serious injuries on the Nation’s 4 million miles of public roads. The incumbent also leads the development and deployment of new safety technologies, tools, and programs to State departments of transportation and over 38,000 local agencies. In addition, the incumbent has responsibility for building and enhancing coalitions with Federal agencies, State and local governments, and transportation industry partners to address and resolve transportation safety issues and leading Departmental efforts to achieve zero deaths on our Nation’s highways.
The Associate Administrator for Safety:
• Provides leadership and advocacy for improving highway safety within the FHWA and to State Departments of Transportation and local governments.
• Develops policies, procedures and guides for State and local safety programs affecting highway infrastructure. Interprets policies and standards involving: highway design, construction, maintenance and operational practices, including identification and analysis of crash locations, assessment of system-wide safety needs, and correction of deficiencies, and safety for all road users.
• Provides technical assistance and executive guidance to field offices and State and local governments and organizations. Makes recommendations on acceptability of proposed programs in terms of standards, techniques, and State and local conditions.
• Coordinates and cooperates with other FHWA and Departmental elements in the development of roadway safety standards and policies. Develops technical materials and guides for the implementation of standards. Provides nationwide integration of State and local highway safety programs with other Department elements. Maintains liaison with safety organizations in the private sector.
CONDITIONS OF EMPLOYMENT:
As a basic requirement for entry into the Senior Executive Service (SES), you must provide evidence of progressively responsible leadership experience that is indicative of senior executive level management capability; and that is directly related to the skills and abilities outlined under the Technical Qualifications (TQs) and Executive Core Qualifications (ECQs) listed below.
