The incumbent of this position serves as the Deputy Director, Policy and National Office Operations of the Energy Employees Occupational Illness Compensation (DEEOIC). The Deputy Director provides oversight of National Office operations that include program policy, automated data processing, medical benefits and bill processing, and outreach and technical assistance. Participates with and assists the Director in providing national implementation and support of a comprehensive and integrated program to assure effective implementation of the workers’ compensation provisions of the Energy Employees Occupational Illness Compensation Program Act. In this capacity shares authority for planning, implementing, coordinating, and directing procedures and practices in connection with the aforementioned Act.
The incumbent serves as the primary point of contact for developing the Division's Operational Plan on a yearly basis and monitors performance of the offices with respect to the Plan. Develops and recommends short and long-range program plans taking into consideration departmental management objectives. Serves as the primary point of contact in the development of the operating budget for the DEEOIC program. Continuously monitors and evaluates expenditures and staffing levels.
Supervises branch chiefs and other National Headquarters employees, and through these employees develops program framework, guidance and technical assistance for the four District Offices. Assists the Director in promulgating and enforcing conformance to regulations governing procedures and practices, anticipates changing conditions, and recommends appropriate legislation to meet such conditions.
Assists the Director in the operation of a multi-million dollar automatic data processing system designed to expedite claims processing and disposition in the DEEOIC program. Provides in-depth advice and guidance concerning the claims adjudication process as related to all phases of systems development and implementation concerning the automatic data processing (ADP) for the OWCP program.
In the absence of the Director, serves as Acting Director, reporting directly to the Director of OWCP with full authority and responsibility of that position while serving in this capacity.
You must have one year of specialized experience at a level close to the work of this job that has given you the particular subject-matter knowledge, skills, and abilities required to successfully perform. Typically, we would find this experience in work within the field or a field that is closely related. You must demonstrate possession of specialized experience in the described duties.

1. Demonstrated working knowledge of the Energy Employees Occupational Illness Compensation Program Act required to develop, recommend, and implement the Division’s organizational strategy, annual operational plan, and agency policies.
2. Demonstrated experience managing a large, multi-faceted organization, preferably as a lead policy and operations manager, with a diverse workforce and a broad customer base.
3. Skill in successfully managing an organization's human resources, operating budgets, and competing program priorities to meet operational goals and objectives. Applicants must demonstrate the ability to effectively multi-task and manage a complicated set of program priorities with limited resources.
4. Ability to collaborate with key personnel/officials across industry lines in order to effectively communicate program requirements and to serve as a spokesperson for the organization.
