The incumbent of this position serves as co-Chair of the Contract Review Board, which is part of the Bureau for Management, Office of Acquisition and Assistance (M/OAA). M/OAA is the Agency's organization responsible for directing and managing its worldwide acquisition and assistance program and, as such, is integral and critical to the delivery of the Agency's annual development and humanitarian assistance program portfolios. This position provides critical quality assurance oversight over the Agency’s high dollar value procurement actions (i.e., $25M and above) to avoid costly sustained protests against Agency’s procurement actions, and has significant impact on the Agency’s ability to award procurement actions on time.
As a Procurement Analyst your duties will include the following:
Direct Hire Authority: This position is being filled using 5 U.S.C. 3309-3318 or 5 CFR part 211 and part 337, subpart A , which is the OPM approved government-wide direct-hire authority.
GS-15; You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. One year of experience refers to full-time work; we consider part-time work on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes: (a) Mastery knowledge of all pre-award and post-award phases of the acquisition process, beginning with the initial strategy and planning phase and continuing through contract negotiation and administration; (b) Mastery of knowledge and skill in meeting scheduled goals, and mastery of procurement functions in order to be a recognized expert responsible for generating new procurement concepts; and (c) extensive knowledge and judgment to bear in evaluating the adequacy of contract actions and in developing recommendations for improvements in contract practices.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, relevant to the duties of the position to be filled, including volunteer experience.
CTAP candidates will be referred to the selecting official if they are found well qualified. Well-qualified means an eligible employee who possesses the knowledge, skills, and abilities which clearly exceed the minimum requirements of the position. A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph 4.
Waiver: When filling a specific vacant position, the senior procurement executive of the selecting agency, at his or her discretion, may waive any or all of the requirements of Paragraphs A and B above if the senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision making capabilities, job performance, and qualifying experience.
