CURRENT MEMBERS OF THE IDAHO AIR NATIONAL GUARD
This position is located in an Air National Guard (ANG) Wing Inspector General (IG) Office. This is an ANG Dual Status technician position requiring military membership, compatible military skill assignment, and classification. The Inspector General serves as the primary advisor to the wing commander with responsibility to plan, direct, and manage IG programs. The work of the position involves investigations and inspections to ensure compliance with agency policies, practices, and regulations. Employee provides policy, guidance, oversight, and direction for the wing level inspection program; Complaints Resolution; Fraud, Waste, and Abuse (FWA); strategic Plans and Programs; and the Commander's Inspection Program (CCIP).
Serves as the Commander's principal advisor on Air Force Complaints Resolution and FWA programs ensuring compliance with legal and regulatory requirements, and ensuring the best interest of the Air Force and Airmen needs are met. Counsels the Wing Commander on actions related to the Complaints Resolution process. Promotes SAF/IG and NGB-IG's requirement of unimpeded/unfiltered access to commanders to execute responsibilities. Serves as an integral but autonomous member of the Wing Commander's senior staff, and acts as the Commander's eyes and ears to be alert for and keep the Wing Commander informed of the wing climate and matters that are indicative of systemic, morale, or other problems that may impede efficiency and mission effectiveness. Recommends measures and assists senior military and civilian leadership including wing and unit commanders in preventing, detecting, and correcting FWA and gross mismanagement. Develops and executes a recurring education program to ensure wing members are aware of and understand their rights and responsibilities regarding the IG Complaints Resolution and FWA programs through base websites and newspapers, bulletins, newcomer's orientations, leadership schools, staff meetings, commander's calls, and work area visits. Ensures the concerns of ANG, State employees, civilian employees, family members, retirees, and the best interest of the Air Force and ANG are addressed through objective fact finding. Informs local commanders, associate/tenant units and Geographically Separated Units (GSUs), of potential areas of concern as reflected by trends based on analysis of complaint data. Serves as wing liaison for congressional, presidential, and other high level inquiries.

GENERAL EXPERIENCE:
This Series requires knowledge of inspection and investigative principles, applicable federal laws and regulations, problem resolution tactics, professional communication skills, and the ability to coordinate and manage resources. It requires the incumbent to have professional competencies and education as the subject matter expert to perform a variety of inspections and investigations concerning complaints of favoritism, retaliation, etc; and, to advise unit commanders and others on corrective actions to remedy or preemptively address issues that could result in inspector general complaints. Some positions in this Series require expanded security clearances and extensive knowledge of the laws, rules, regulations and procedures governing distinct sets of administrative management, legal requirements, duties, and responsibilities for performing Inspector General functions.Serves as the focal point for interpreting, developing, and implementing Air Force inspection policy and wing-level long-range strategic plans. Provides direction and oversight of internal and external inspections, audits, evaluations, reviews, exercises; and, analyzes results to determine unit effectiveness and efficiency. Ensures operational, contingency, and mobilization plans adhere to policy and directs the effective use of wing resources. Supervises, plans, and schedules work in a manner that promotes a smooth flow and even distribution. Balances workload and provides advice, guidance, and direction on a wide range of policy, investigative, inspection/exercise, strategic planning, and administrative issues. Structures assignments to create effective and economical positions. Assesses and revises policies and procedures as needed to find ways to improve quality, timeliness, and work efficiencies. The organizational location of this position is in the Air National Guard Office of the Wing Inspector General. Serves as the primary advisor to the Wing Commander with responsibility to plan, direct, and manage Inspector General programs. Conducts investigations and inspections to ensure compliance with agency policies, practices, and regulations. Provides policy guidance, oversight, and direction for the Wing's inspection programs: Complaints Resolution; Fraud, Waste, and Abuse; Strategic Plans and Programs; and the Commander's Inspection Program.
SPECIALIZED EXPERIENCE:
36 MONTHS EXPERIENCE REQUIRED- In addition to high analytical abilities, must have expert knowledge of all applicable Inspector General Program principles and practices related to federal civilian, military, and National Guard, operational, administrative and technical programs. Must have experiences in planning for and executing inspector general programs and using software data systems. Experienced in the procedures to inspect and report on the state of discipline program efficiency and effectiveness, and readiness of military and civilian forces. Experiences involved work as the primary inspector general advisor with responsibilities to plan, direct, and manage inspector general programs. Experienced in conducting investigations and inspections to ensure compliance with agency policies, practices, and regulations. Experienced in providing policy, guidance, oversight, and directions for the inspection programs; complaints resolution; Fraud, Waste, and Abuse; strategic plans and programs; and the Commander's Inspection Program. Competent in the inspector general program concepts and policy regulations. Has demonstrated skills in the development of programs, procedures, and methods to implement, evaluate, and maintain the inspector general program. Experienced in developing risk-based sampling strategies and annual inspection plan focusing on the Wing Commander's priorities. Experienced in multiple and specific inspector general computerized programs. Experienced and skilled in writing standardized operating procedures for the inspector general programs. Experienced in interpreting and developing inspection policies, procedures and applicable Memorandums of Understanding or Memorandums of Agreement with host or tenant organizations, if applicable, as well as state, city, and/or county agencies in order to adequately evaluate the National Guard's overall mission readiness. Experienced in providing supervisory duties, directing administrative, technical, and operational directions and established broad objectives for long-range strategic plans or new programs. Experienced in developing, interpreting, and implementing the Army, Air Force, or both services' inspection policy. Experiences involved planning and organizing assigned programs, estimating unit resources, capabilities, and objectives. Experienced in coordinating with staff and line management personnel, and skilled in conducting all phases of projects. Experienced and skilled in providing definitive interpretations of regulations and study procedures; and competent experiences involved initializing new inspections, interviews, and research application, methods, and functions. Experienced in identifying potentially controversial findings, issues, or problems with widespread impacts. Experiences included writing and analyzing projects, evaluations, or reports. Competent in providing recommendations on organizational goals, guidelines, and effectiveness to achieve intended objectives. Experienced in using expert judgment, initiative, and resourcefulness to deviate from established methods to modify, adapt, and/or refine broader guidelines to resolve specific complex or intricate issues and problems. Demonstrated expertise on interpreting research trends and patterns which resulted in the development of new inspector general programs, methods and criteria. Work experiences included plans and programs that required analysis of unrelated and interrelated issues of effectiveness, efficiency, and productivity. Experienced in developing recommendations to resolve issues, problems and complaints. Experienced and competent in applying qualitative and quantitative analytical techniques that frequently required modifications to fit variables. Experienced in working programs or processes simultaneously that are varied and unrelated such as, Fraud, Waste, and Abuse investigations and exercise planning and evaluation. Competence and experiences included managing and conducting investigations and project assignments that required detailed plans, goals, and objectives for long-range implementation of specific programs. Work experiences involved identifying the primary sources of concerns, issues, problems, complaints, or concepts which were not susceptible to direct observation and analysis such as, projected missions and program functions. Experienced in developing and publishing measurements of effectiveness, improvements, and efficiencies. Experienced in making leadership decisions to include assessments of unusual circumstances or variations in the data supplied by the users or incomplete or conflicting data metrics. Experienced in managing multiple and difficult assignments that were complicated by the need to compile, reconcile, and correlate computerized data elements from classified and unclassified data sources. Experienced reviewing completed work that involved cross-checking, analyzing, and interpreting relevant information. Experienced and competent in revising data collection methods or developing new approaches to analyze and evaluate data.
An undergraduate degree from an accredited college/university is mandatory. The degree work should include completed academic courses in business management, English grammar and composition, speech, statistics, public administration, human resources administration, organizational development, public administration, behavioral social sciences, and psychology. A graduate degree from an accredited civilian academic college or from an equivalent professional military education school is optimum.
Education achievements are allowed as substitutions for specialized experiences in the six program positions of Series GS-1801, General Inspection, Investigation, Enforcement, and Compliance.
