The Division Director, Division of Human Resource Management (HRM) serves as a member of the Office of Information and Resource Management (OIRM) executive team, fulfills the role of the Deputy Chief Human Capital Officer, and supports the National Science Foundation’s mission by providing leadership and direction to HRM staff and activities. The incumbent has managerial and oversight responsibilities for the effective use of division staff and resources in meeting organizational goals and objectives. Supervises and provides leadership and guidance to senior staff (Deputy Division Director and Branch Chiefs). HRM partners with stakeholders to provide outstanding customer service in planning, developing, and implementing the Foundation's Human Resource Management programs leading to the effective recruitment, retention, engagement, motivation, development, and use of the agency’s approximately 1500 staff members, including visiting scientists, engineers and educators, and those on assignment under the provisions of the Intergovernmental Personnel Act (IPA). HRM, under the leadership of the incumbent, is responsible for the day-to-day personnel operations of the Foundation and provides advice and support on management and organization projects and initiatives.
One year probationary period for all new Career SES appointments.
Requires an "Executive Branch Personnel Public Financial Disclosure Report " (OGE-278).
Must be able to obtain and maintain a Public Trust Clearance.
EXECUTIVE/MANAGERIAL (E/Ms): Unless you are currently under a career SES appointment, are eligible for reinstatement into SES, or have successfully completed a SES Candidate Development Program approved by OPM, you must submit written statements (narrative format) describing accomplishments that would satisfy the E/Ms. If you fail to do so, you will be rated as "ineligible."
MANDATORY (Must be addressed)
1. Leading Change. This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent in this E/M is the ability to establish an organizational vision and to implement it in a continuously changing environment.
2. Leading People. This core qualification involves the ability to lead people toward meeting the organization’s vision, mission, and goals. Inherent in this E/M is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.
3. Results-Driven Leadership. This core qualification involves the ability to meet organizational goals and customer expectations. Inherent in this E/M is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.
4. Business Acumen. This core qualification involves the ability to manage human, financial, and information resources strategically.
5. Building Coalitions. This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.
PROFESSIONAL/TECHNICAL (P/Ts): All applicants must submit written statements (narrative format) of accomplishments that would satisfy the technical qualification. You must address each technical qualification separately.
MANDATORY (Must be addressed)
1. Demonstrated experience in leading and managing day-to-day operations in support of a human capital management program which covers the full spectrum of leadership responsibilities and human resource functions, including staffing, classification, labor/and employee relations, work life programs, payroll processing, performance management, executive resources, talent management and/or succession planning.
2. Demonstrated experience leading a human resources organization to support an agency's goal and objectives while ensuring compliance with federal laws, rules and regulations.
3. Demonstrated executive level experience in establishing, assessing and aligning workforce development strategies, characteristics and future needs based on an agency's mission and strategic plan; identifying best practices; and applying methods for measuring intellectual capital and identifying links to organizational performance and growth.
4. Demonstrated knowledge of and experience with current and emerging trends involving human capital management and work processes and the demonstrated ability to implement the reengineering of business practices to support, and align with, the organization's strategic goals, objectives and mission.
When responding to the P/T and E/M qualifications, you must clearly show that you possess the experience, knowledge, skills and ability to perform the duties of this position by submitting narrative responses in which you detail your experience in each of the E/Ms and P/Ts.
Your examples should be clear and emphasize your level of responsibilities, scope, and complexity of the programs managed and program accomplishments with results of your actions, policy initiatives and level of contacts.

The Senior Executive Service (SES) covers managerial positions above GS-15 in the Federal Service. Persons appointed to the SES are eligible for health benefits, life insurance, social security, Federal retirement and thrift savings plan coverage, and participate in the Federal leave system. Career appointees are eligible for bonuses based on performance in addition to base pay. Competitive status is not required, veteran's preference does not apply and there are no grade restrictions. New appointees to the SES are required to serve a one-year probationary period.
Final selection of career appointees requires the approval of the U.S. Office of Personnel Management (OPM). OPM approval will be based on the selectee's background in the following five executive core qualification areas: (1) Leading Change, (2) Leading People, (3) Results Driven Leadership, (4) Business Acumen, and (5) Building Coalitions.
