Overseeing the S&T Technology Centers and subject matter experts (SME) that provide technical support to research, development, testing and evaluation, deployment and prototyping of critical homeland security technologies.
Overseeing the execution of resources in support of DHS and other government agencies with engineering, operations analysis, and programmatic expertise/support.
Advising the Under Secretary for Science and Technology (USST) and Deputy Under Secretary (DUS) on best approaches for providing components of DHS and other government agencies with requirements, capabilities, standards, systems analysis, systems engineering, technology readiness, and operational test and evaluation.
Overseeing the provision of systems analysis and technology maturity analysis support to DHS enterprise-level investment strategies, policies, and decision making in collaboration with the Office of the Under Secretary for Management and the Office of Policy.
Identifying areas that S&T expertise can assist in the Acquisition Life Cycle Framework. Identify programs for S& T expertise to support the Acquisition Framework that are not already inherent to DHS S&T.
Serving as the acquisition process expert and advisor to the USST and DUS in Departmental engagements via the S& T Resource Allocation Strategy as well as the Department's Integrated Management of Strategic Investments and Resource Decisions.
Overseeing S& T acquisition programs to apply a R&D test and assessment approach to support development, execution, and transition of technologies.
Representing the USST and DUS at government wide forums including interfacing with interagency organizations and Congress serving as S& T's expert in acquisition and technology transition throughout the Homeland Security Enterprise.
Serving as the Director of the Homeland Security Advanced Research Projects Agency (HSARPA) responsible for overseeing and managing activities and projects established and implemented under the Acceleration Fund for Research and Development of Homeland Security Technologies (hereinafter referred to as the Fund). The HSARPA supports advanced basic and applied research and development projects that embody technology that may be incorporated into homeland security programs. In this regard, the HSARPA arranges for, manages, and directs the performance of work connected with assigned and funded advanced projects by businesses, research centers, or universities.
