Qualification Requirements: Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Standards Handbook, which contains federal

To qualify at the GS-11 level:
One full year (52 weeks) of specialized experience equivalent to the GS-09 in the Federal service. Specialized experience MUST include all of the following:
Specialized experience which demonstrates a basic knowledge of qualitative and quantitative techniques in order to measure the effectiveness of programs; experience utilizing analytical and evaluative methods to identify program problems and recommend solutions; and experience communicating program recommendations both orally and in writing.
There is no substitution of education for experience at the GS-12 grade level.
To qualify at the GS-12 level:
One full year (52 weeks) of specialized experience equivalent to the GS-11 in the Federal service. Specialized experience MUST include all of the following:
Experience which includes utilizing qualitative and quantitative techniques to measure the effectiveness efficiency and productivity of assigned programs; applying analytical and evaluative methods and techniques in order to develop new procedures and approaches to identify and resolve unique problems; and communicating effectively both orally and in writing in order to provide management with program recommendations and solutions.
For GS-11 level: Applicants may qualify for this position with either: a Ph.D. or equivalent doctoral degree OR three full years of progressively higher level graduate education leading to such a degree OR LL.M., if related. If you wish to substitute education for specialized experience, you must submit a copy of your college transcript (official or unofficial) from an accredited education institution for verification.
