· Applying recent developments and current initiatives in the navigation, communication, propulsion and other electrical and electronic fields and analyzing their applicability of these developments for assigned ships; and
· Interpreting engineering disciplines of naval architecture, marine engineering and ship construction in addition to applying it to management and evaluation of contractor design work.
GS-11:
In addition to the Basic Education Requirements for this position, to qualify for the GS-11 position your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
· Applying electrical engineering principles and practices to the full range of engineering duties associated with ships and their operation and specialized criteria required by a marine environment;
· Performing complex analysis and design of technical shipboard electrical systems in a marine environment.
· Managing and evaluating contractor design work for assigned ships; and interpreting ABS, USCG, requirements for ship design, maintenance and repair of U.S. vessels.
· Utilizing practical knowledge of vessel operations and maintenance in a commercial and/or military environment.

For the GS-11 position you may substitute the following education for experience provided it is directly related to the position. 3 Years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.
