The Office of the Chief Administrative Officer, House Information Resources, is seeking a Director, Enterprise Operations (Enterprise Authentication, Messaging & Mobility). The successful candidate must have a proven record of leadership in the areas of authentication such as Microsoft Active Directory, Mobile Device Management (MDM) systems, Microsoft Exchange platforms (2013/2016/Exchange Online), experience with Office 365 and cloud technologies, and security best practices. As a member of the senior leadership team, this position requires strong oral and written communication skills and the capability to handle multiple tasks. The incumbent provides leadership and direction to assigned managers, reviews and evaluates performance of subordinate and prepares performance reports. Plans and manages short and long-range budget activities.
PRIMARY DUTIES/RESPONSIBILITIES:
The incumbent will lead the Enterprise Operations Directorate, which includes system design, development, and maintenance of Enterprise Authentication, Messaging & Mobility systems, technologies, and staff. This includes, but is not limited to, authentication such as Microsoft Active Directory, Mobile Device Management (MDM) systems, and Microsoft Exchange platforms (2013/2016/Exchange Online). Assists the organization with transition to O365 and other cloud technologies, and ensures security practices are followed. Manages budget, manages and develops staff. Contracting Officer Representative (COR) duties are also a responsibility. Provide 24/7 support for contingencies and other operational disruptions. Candidate must have a high degree of professional expertise, technology, and business experience as well as prior senior-level experience. Performs other official duties as assigned.
Minimum 10 years of relevant experience, including 6-8 years experience with senior level management of technology staff supporting enterprise messaging, collaboration, mobility, and authentication services. Certification in O365 required. Masters degree strongly preferred.
Master’s degree in Computer Science/Information Management Systems, or equivalent senior level technical experience.
Demonstrated leadership experience with the design, development and deployment of Enterprise authentication technologies such as Microsoft Active Directory, Public Key Infrastructure, and RSA Secure ID; Mobile Device Management (MDM) systems; and Microsoft Exchange platforms (2013/2016/Exchange Online).
Experience with Office 365 deployment and cloud technologies.
Extensive experience in the systems development life cycle, program and project management, and performing as a technical leader on information technology projects.
Demonstrated experience in a wide range of financial and administrative areas to include the preparation of budgets and contract negotiations.
Demonstrated leadership skills in organizing and motivating a large staff to meet the organization’s vision, mission and goals.
Ability to communicate effectively, both orally and in writing, with elected officials, senior staff, information systems professionals and non-technical users.
Ability to work additional hours as required.
Experience with Windows Active Directory infrastructure and related technologies (i.e. NetIQ Directory and Resource Administrator, etc.).
Experience conducting executive briefings for senior leadership and external agencies.
Experience supporting audit and compliance findings (i.e. OIG, Internal Controls).
