Position may be filled at the GS-09 or GS-11 level. At the full performance GS-11 level, the incumbent serves as a journey level specialist.
The duties of this position are developmental in nature, leading to the full performance level of GS-11. The incumbent may be non-competitively promoted to the next level of the position upon meeting all regulatory requirements; certification by the supervisor of successful performance; completion of all training requirements; and the availability of work at the next higher grade level. Note: promotion is not automatic.
-Works as a member of a professional team of natural resources specialists assigned to scientific and engineering projects, programs, and investigations under the jurisdiction of the Central California Area Office (CCAO).
-Provides scientific expertise, advice, and guidance to identify and resolve environmental issues.
-Recommends mitigation measures and provides management with scientific solutions to problems or conditions regarding the use, maintenance, and management of resources administered by CCAO.
-Assesses environmental commitments in NEPA and ESA documents.
-Evaluates land and water areas to analyze compliance with agreements and scientific mitigation measures.
-Using biological resource theories and assumptions, predicts the relationships and interactions of data, conducts land and water resource evaluations and other resource information to serve as the basis for resource management decisions.
-Evaluates data and provides analytical data summaries.
-Plans and implements scientific natural resource improvement projects.

Minimum Education Requirement:
Applicants must meet the Basic Education Qualification Requirements listed below:
A. A degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position; OR
B. A combination of education and experience - courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.
Foreign Education: To receive credit for education completed outside the United States, applicants must show proof that the education has been submitted to a private organization that specializes in interpretation of foreign educational credentials and such education has been deemed at least equivalent to that gained in conventional U.S. education programs.
In addition to meeting Basic Education, applicants must have specialized experience or additional education as defined below:
GS-09: One year of specialized experience equivalent in difficulty and complexity to at least the GS-07 level in the Federal service OR two years of progressively higher level graduate education leading to a master's degree or equivalent master's or graduate degree in a field related this position.
GS-11: One year of specialized experience equivalent in difficulty and complexity to at least the GS-09 level in the Federal service OR three years of progressively higher level graduate education leading to a Ph.D. degree OR Ph.D. in the field a field related to this position.
Definition of Specialized Experience: To meet specialized experience, your resume must describe experience that demonstrates the particular knowledge, skills, and abilities as follows:
GS-09: Interpreting and applying federal and state environmental laws and regulations, such as NEPA and/ or CEQA compliance; wildlife management; wildlife habitat restoration, cultural resource management, watershed restoration; environmental planning. These examples are not all inclusive.
GS-11: Preparing portions of environmental documents to meet the requirements of NEPA and ESA; collecting, synthesizing, and evaluating environmental data, and preparing preliminary findings and recommendations; applying biological facts, principles, methods, and techniques to develop conventional plans and/or studies involving natural resource activities. These examples are not all inclusive.
Experience that would not normally be part of an applicant's position may be creditable when documented by satisfactory evidence (e.g., a memorandum from the manager or human resources director, SF-52, or similar documentation).

-Travel is required approximately 15% of the time.

-Frequent field work is required; occasional TDY is required to travel to various field locations and offices.
-Successful adjudication of personnel security investigation required.
-Incumbent must possess or obtain certification as a Contracting Officer’s Technical Representative (CTR)/Contracting Officer’s Representative (COR).

-Work is indoors and outside, subject to prevailing weather and terrain. Employee works in the vicinity of energized and high voltage sources and moving equipment.
