The incumbent performs specified portions or assigned aspects of the range of radio communications management staff work necessary to carry out the Department’s spectrum management responsibilities. The employee assists in evaluating current policy and develops options to resolve problems and proposals to meet future needs.
NTIA is responsible by law for advising the President on telecommunications and information policy issues. NTIA’s programs and policymaking focus largely on expanding broadband Internet access and adoption in America, expanding the use of spectrum by all users, and ensuring that the Internet remains an engine for continued innovation and economic growth.

Specialized experience is defined as experience as a telecommunications team member, specializing in international spectrum management activities; and preparing for International Telecommunication Union (ITU) radiocommunication treaty conferences and technical forums.
To qualify at the GS-14 grade level you must have:

Specialized experience is defined as experience as telecommunications expert, specializing in international spectrum management activities; preparing and coordinating proposals and position papers for, International Telecommunication Union (ITU) radiocommunication treaty conferences and technical forums; and participating in and representing an organization to bilateral and multilateral meetings with other administrations on spectrum management issues in the ITU radiocommunication treaty conferences.
