In partnership with the General Counsel, interprets Copyright Office programs and practices and makes policy recommendations as requested in specific areas of copyright law. Represents and speaks for the Copyright Office in speeches and discussions at legal and professional meetings, conferences, and seminars in the United States and in foreign countries. Contributes articles and other writings to law reviews, collections, professional journals, etc.
Conducts and directs research on problems involving registration of claims, deposit of copyrighted works, and the recordations of documents; oversees the research concerning compulsory licenses and Chapter 10 Statutory obligations. In direct support of current and anticipated policy making activities of the Congress, exercises overall responsibility, as well as delegated authority, for the oversight and administration of policy and legislative research in designated major research areas.
Performs the administrative and management functions relative to the staff supervised. Establishes guidelines and performance expectations for staff members, which are clearly communicated through the formal employee performance management system. Observes workers' performance; demonstrates and conducts work performance critiques. Provides informal feedback and periodically evaluates employee performance. Resolves informal complaints and grievances. Develops work improvement plans, recommending personnel actions as necessary. Provides advice and counsel to workers related to work and administrative matters. Effects disciplinary measures as appropriate to the authority delegated in this area. Reviews and approves or disapproves leave requests. Assures that subordinates are trained and fully comply with the provisions of the safety regulations and building evacuation procedures.
Directs and coordinates research on the entire range of problems involved in the development, implementation, and operation of the U.S. Copyright law including related laws contained in title 17. Work with supervised attorneys and other copyright office employees to ensure that reports for Congress and statements are complete, accurate and on time. Provides congressional staff members advisory services and oral briefings that clarify legal questions, identifies and discusses legal options, and informs congressional staff. Maintains and uses these contacts to keep abreast of legislative developments and congressional concerns. Analytical assignments ion direct support of legislative deliberations may originate from these contacts, in recognition of the attorney's professional authority in a specific area of the law.
