Serves as senior analyst and program manager for the FFSP Certification Program and performs development, management and implementation of Navy FFSP Certification standards and review processes used by Installations, Regions and Certification Team to evaluate program compliance and quality of service provided in Navy Fleet and Family Service Centers (FFSCs). Ensures Navy FFSP Certification is aligned to Department of Defense (DoD) FR certification requirements, as well as DoD Family Advocacy Program (FAP) compliance reporting processes. Ensures standards used during FFSP Certification accurately reflect family readiness policies, mission and goals of the Department of the Navy (DON) and DoD.
Conducts detailed analysis of complex functions and work processes of programs and makes recommendations for improvement in the effectiveness and efficiency of the FFSP and work operations. Develops new methods, organizational structures, and management processes. Counsels and advises program analysts on methods and procedures, management surveys, management reports, and control techniques.
Establishes procedures for scheduling Certification Visits and for the composition of both off-site and on-site Certification Teams. Provides management and oversight of all FFSP Certification Review processes including Installation Self-Assessment, coordination of findings between off-site and on-site reviewers, communication of certification findings, analysis and determining sufficiency of additional evidence of compliance, conferral of FFSP Certification and Maintenance of Compliance reporting and processes. Manages the FFSP Certification Schedule to ensure requirements are met and lapses in FFSP Certification are minimized. Oversees and directs the DoD Family Readiness Certification and FAP Compliance reporting processes. Ensures Team Members, headquarters, regional and installation managers are trained and aware of Navy FFSP Certification standards and processes. Develops and implements initial and refresher training for Team Reviewers.Provides guidance to Certification Team reviewers and FFSP managers during site visits, both when serving as Certification Team Lead and when an alternate Team Lead is on site. Follows up on findings, recommendations, and deficiencies as identified.
Evaluates the performance of Alternate Team Leads and Team Reviewers, addressing any performance issues identified by Team Reviewer or Installation Staff surveys in a timely manner.
Provides review and analysis and makes recommendations to senior Family Readiness managers when a region or installation submits a request for review of an FFSP Certification finding.
Evaluates the content of new or modified legislation relating to family readiness programs to determine the programmatic impact within the CNIC Area of Responsibility. Makes changes to Certification standards based on policy changes and translates approved legislative changes into CNIC program guidelines and Navy FFSP Certification standards.
Provides annual analysis and program updates to the Certification Advisory Council comprised of Regional Family Readiness Program Directors.
Prepares supporting documentation in the form of spreadsheets, Power Point presentations, databases, word documents for presentations and proposals by higher-level management.
Recommends and approves performance awards and salary/bonus distribution for subordinates. Participates in interview panels, recommends, and approves hiring, promotions and reassignments.
Manages the FFSP Management Assist Team (MAT), ensuring regional or installation requests for Site Augmentation are coordinated and filled in a timely manner and performance of the MAT staff is evaluated by the Regional/Site POC at the conclusion of the assignment. Ensures the currency of MAT staff training for assuming Headquarters, Regional and Installation level assignments with very short advanced notice.
Directs work to be accomplished by staff. Assigns work based on priorities, difficulty and requirements of assignments, and staff capabilities. Conducts annual performance reviews of staff. Participates in section staffing decisions. Ensures staff receives proper training to fulfill requirements of their positions. Addresses potential disciplinary and/or performance issues timely and takes appropriate, corrective action(s) as necessary.
Directly supervises and provides technical oversight for up to two (2) full time subordinates (GS-12E); and up to 20 flex employees.

A bachelor's degree in education and/or social science or a related field is preferred.
Knowledge of social/human services delivery systems and concepts, principles and theories relating to one or more of the social or behavioral science fields.
Knowledge of advanced concepts of program management, requirements determination, policy development, evaluative and analytical processes, and program implementation.
Knowledge and understanding of requirements and operations of the DoD and the DON programs that support military members and families.
Knowledge of the Navy operational/organizational structure, chain of command, protocol and funding, agency programs and activities; agency mission, policies, and objectives; management principles and processes; and analytical and evaluative methods as it relates to the Navy wide FFSP.
Knowledge of development, procurement, award, and administration of military support/human services contracts.
Knowledge of the concepts of program management, requirement determination, policy development, evaluative and analytical processes, and programs implementation. Ability to apply these concepts in order to design and conduct a comprehensive, quality assurance program.
Knowledge of family readiness functions, organizations, policies, resources and analytical and evaluative processes.
Knowledge of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness and/or identification of improvement areas.
Knowledge of research methodology, information retrieval and data organization for analysis, decision making, and formulation of recommendations.
Knowledge of techniques and formats required for effective communication with Political Appointees (PA), Members of Congress, Senior Executive Service (SES), and flag level officials as well as in drafting policies/programs.
Knowledge of CNIC‘s EEO policy and procedures.
Skill in developing, organizing, and conducting executive studies through team efforts.
Ability to analyze and prepare clear, concise, and technically sound reports related to work within the Branch.
Ability to develop and effectively deliver presentations and/or training.
