The incumbent conducts criminal, civil, and/or administrative investigations that may be local, regional, inter-regional, or department-wide in scope involving a wide range of criminal, civil and administrative investigative techniques.
He/she independently plans and conducts investigations, determining the most appropriate methods, procedures, precedents and techniques necessary to address unusual or unique situations. Conducts fact-finding and preliminary analysis of the request, complaint, or allegation in relation to appropriate laws, regulations, etc., to identify the issues involved and evidence needed. The incumbent of this position establishes the relationship of facts and/or evidence in the case through questioning of principals and witnesses; taking sworn statements, securing related documents and other materials, as well as performing extensive record searches. Conducts interviews, takes affidavits from suspects and witnesses, and performs surveillance. Reports to the supervisor any possible flagrant and significant administrative and/or program weaknesses discovered during the fact-finding, interview and examination process.
The investigator prepares investigative reports documenting observations, issues and findings preparing as needed periodic input regarding high profile cases for Departmental and Congressional reports. The incumbent plans and conducts surveillance activities, affects arrests, issues search warrants, and, testifies in court as a witness to events or to explain basic or routine procedures.
The incumbent coordinates, compiles, and prepares information to be used in preparation of the semiannual and other reports to Congress OMB as well as other internal and external reports required by the IG Act, the Department of the Interior, and Federal Regulations.
Time-In-Grade Requirement: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.
CTAP/ICTAP Eligibles: Individuals with special priority selection rights under the Agency Career Transition Assistance Program (CTAP) or the Interagency Career Transition Assistance Program (ICTAP) must be rated at 85 or above on the rating criteria for the position to receive consideration for special priority selection. Federal employees seeking CTAP/ICTAP eligibility must submit proof that they meet the requirements of 5 CFR 330.605 (a) for CTAP and 5 CFR 330.704 for ICTAP. This includes a copy of the agency notice, a copy of their most recent Performance Rating and a copy of their most recent SF-50 noting current position, grade level, and duty location. Minimum Qualifications Requirement: Applicants must have 1 year of specialized experience conducting complex investigations that are primarily criminal in nature; effecting search warrants, coordinating all investigative activities with senior investigators; evaluating findings, trends, and patterns in audits, reports, and reviews; preparing comprehensive investigative reports; and experience leading criminal investigations. Federal employees must have performed this work at the GS-12 or equivalent grade level.
Conditions of Employment:
• Selected applicants must undergo and successfully obtain and maintain a background investigation for a Top Secret clearance. You must meet initial and periodic suitability determinations based on favorable background investigations and updates.

• Significant travel is expected. Selected applicants must be able to acquire and maintain a government-issued travel charge card.

• Completion of the Basic Criminal Investigative Training Program at the Federal Law Enforcement Training Center in Glynco, Georgia, or its equivalent.
• This position is a primary law enforcement position under 5 U.S.C. 8336 (C) (CSRS and 5 U.S. C 8412 (d) (FERS). You must be no more than 37 years of age upon entry into the GS-1811 series, unless the applicant has previous service creditable under the Civil Service Retirement System (CSRS) or Federal Employees Retirement System (FERS) law enforcement provisions sufficient to enable you to retire at age 57 with 20 years of creditable service. Persons already in covered secondary positions or persons with previous approved service who apply for a primary position cannot be considered if their age at reentry into the primary position exceeds 37 years after subtracting their years of service in covered positions. Applicant must provide evidence of current or previous coverage that would qualify. This age restriction does not apply to those entitled to Veteran’s Preference.
