The Executive Director for Privacy and Disclosure provides national oversight, formulation, implementation, and coordination for SSA's privacy and disclosure policy to integrate privacy and disclosure statutes into SSA programs. The incumbent is directly responsible for developing and interpreting SSA policy governing the collection, use, maintenance and disclosure of personally identifiable information under the Privacy Act and requests for information made under the provisions of the Privacy Act and FOIA, and as the agency's recognized privacy subject matter expert, confers technically-sound guidance to the Senior Agency Official for Privacy (SAOP) and other senior leadership.
The Executive Director for Privacy and Disclosure has overall responsibility for developing national standards relating to the release and exchange of personally identifiable information in SSA databases to Federal, state, and local agencies. The incumbent has agency responsibility to manage SSA's interaction with other agencies in negotiating data releases and exchanges; and negotiates with various Federal, state, and local government entities regarding electronic data sharing, directing terminal access to SSA computer records and use of the social security number.
The Executive Director is responsible for reviewing Agency projects and initiatives to ensure compliance with the Privacy Act and related laws and regulations and for developing decisions on Privacy Act appeals for the Commissioner. The incumbent develops, implements, and manages policies and controls to sustain compliance with all applicable privacy laws and guidance, including the Privacy Act of 1974, the e-Government Act of 2002, Federal Information Security Modernization Act (FISMA), National Institute of Standards and Technology (NIST) privacy-related controls, and other laws, Executive Orders, court decisions, and Office of Management and Budget (OMB) guidance and directives.
The incumbent develops and implements a strategic privacy program plan, with a consistent overall approach to privacy policies and processes, and identification and mitigation of privacy risks.
This job does not have an education qualification requirement.
(1) The selectee for this position will be subject to an appropriate security investigation, including fingerprinting and periodic future reinvestigation(s).
(2) Veteran's preference is not applicable to the SES.
(3) This position is covered under the post-employment restrictions of the Ethics in Government Act of 1978 (PL 95-521). This law also requires the selectee to file an Executive Personnel Financial Disclosure Report (Standard Form 278) within 30 days of appointment.
(4) Selectee must serve a one-year probationary period unless s/he previously completed one in the Senior Executive Service.
(5) Male applicants born after December 31, 1959, must be registered with the Selective Service System before they can be employed by an executive agency of the Federal government. This requirement does not apply to Agency employees appointed before November 8, 1985.
