As the Deputy Division Counsel (International) for Large Business & International (LB&I) Division Counsel, you will assist the Division Counsel (LB&I) in the overall executive direction of the Division’s international legal work and programs, with a focus on the Division’s legal services for the programs of the LB&I Commissioner and Deputy Commissioner. He/she participates with the Division Counsel (LB&I) and the Deputy Division Counsel (Operations) (LB&I) and Senior Level Counsel (LB&I)in the development of Division strategies, plans, and designs for a comprehensive and customer-oriented tax administration program to achieve taxpayer service and compliance goals. He/she assists the Division Counsel (LB&I) in providing advisory services to the IRS’ LB&I Division Commissioner and Deputy Commissioner, and other senior level executives in IRS, Treasury, and Chief Counsel on all international program matters under LB&I’s jurisdiction, including issues related to the application, development, and litigation of tax regulations, policies and services relevant to subchapter C corporations, subchapter S corporations and partnerships with assets greater than $10 million. Working with the Division Counsel (LB&I) and the Deputy Division Counsel (Operations) (LB&I), the incumbent serves as part of a management team responsible for providing strategic leadership and focus in the development and management of organizational activities, capital budgeting, and financial management and forecasting.

As a basic requirement, candidates must clearly describe leadership experiences that demonstrate the executive level managerial capabilities comprising the Executive Core Qualifications (ECQ’s) of the Senior Executive Service. Typically, experience of this nature will have been gained at or above the GS‑15 grade level or its equivalent in Federal service or with state or local government, the private sector, or non-governmental organizations.
Executive Core Qualifications (Managerial Qualifications)
The following five ECQ’s provide the focus for the Office of Personnel Management certification of executive qualifications for initial career appointment to the Senior Executive Service. The listing of elements for each activity area is illustrative, not exhaustive.
A) Executive Core Qualifications (ECQ's):
Unless you are currently serving under a Career Senior Executive Service (SES) appointment, are eligible for reinstatement into the SES, you must address the ECQs. The following five ECQ's provide the focus for certification of executive qualifications for initial career appointment to the Senior Executive Service (SES) and also provide a basis for assessing relative quality of management experience for this position. The listing of elements for each activity area is illustrative, not exhaustive, and it is not expected that an individual will be a subject-matter expert in all of these activities. B) Professional/Technical Qualifications:
