This position is located in the Advisory Council on Historic Preservation (ACHP); Office of Federal Agency Programs; Federal Property Management Section. The position duty location is in Washington, DC.
This is a 12 month Term position. This position is in the excepted service and is not subject to competitive service procedures. Normal Merit Promotion procedures do not apply. Travel is expected to be no more than 1-5 days/month.
While not required for consideration, the ACHP would prefer candidates with at least 2 years of qualifying specialized experience.
First time hires to the Federal government normally start at the lower salary range of the grade level.

At the full performance level (GG-13) the major duties of this position include, but are not limited to the following:
1) Serves as principal ACHP staff in the review of BLM projects under Section 106, coordinating with appropriate BLM state offices in such review; coordinates with involved state or tribal historic preservation officers and the public; attends critical project meetings with BLM staff; and uses independent judgement as to when BLM’s concerns need to be brought to the attention of ACHP management.
2) Identifies and recommends critical cultural resource management strategies for consideration and issues for resolution by the ACHP and BLM; ensures that identified initiatives are addressed in a timely manner; coordinates all joint efforts with BLM, as well as appropriate staff throughout the ACHP; and develops recommendations on ACHP-BLM priority initiatives.
3) Acts as the primary ACHP staff coordinator and contact for identification and recommendation of cultural resource management issues for joint resolution by BLM and the ACHP. Serves as primary policy coordinator for cultural resource management initiatives (such as development of agency programmatic approaches and agreements to Section 106 compliance) developed in conjunction with the BLM Division Chief for Cultural, Paleontological Resources and Tribal Consultation and/or the BLM Federal Preservation Officer, exercising independent judgment to ensure that activities or recommendations are consistent with existing ACHP policy and operating procedures.
4) Upon request, assists BLM in planning public meetings and drafting Section 106 memoranda of agreement, programmatic agreements, other compliance documents, and template compliance documents.
5) Works closely with the Assistant Director, FPMS, other senior ACHP and BLM staff to ensure that ACHP-BLM initiatives and cooperative activities are responsive to identified program needs and accurately reflect staff experience and opinion regarding Federal historic and cultural resource management issues.
6) Upon request and as needed, attends and participates in BLM meetings and conferences and conducts BLM briefings and workshops as official ACHP staff representative. Assumes responsibility for follow-up on recommendations, ongoing communication, and subsequent dissemination of information.
7) Upon request and as needed, develops and delivers training and outreach programs, tailored to BLM. Upon request, develops educational materials and tools to assist the BLM in complying with Sections 106 and 110 of the NHPA.
8) Initiates measures to ensure a consistent, meaningful exchange of information between BLM and ACHP and recommends joint programs. Upon request and as time permits, works with BLM and ACHP management to ensure accurate representation of ACHP policy, regulatory interpretation, and program direction to senior BLM staff.
9) Recommends to Office of the Director, OFAP, appropriate policies and objectives to guide ACHP cooperation with BLM, and coordinates activities of mutual interest with appropriate BLM and ACHP staff.
10) Oversees and participates in, through collaboration with the Assistant Director FPMS, and Directors of the ACHP Offices of Native American Affairs and Communications, Education and Outreach, special activities and initiatives agreed upon by BLM that further ACHP-BLM goals and objectives.
11) Upon request by BLM, serves as official ACHP representative on special panels, study groups, task forces, and public forums relating to BLM cultural resource management programs, including interagency and inter-organizational groups comprised of senior officials and national preservation leaders. Serves as primary ACHP contact for these initiatives, assuming responsibility for analysis and resolution of identified issues in a manner that advances important ACHP policies and goals.

Minimum Qualification Requirements:
Although a college degree is desired, there are no required educational degrees. Specialized experience only must be met. Current federal employee applicants must meet time in grade requirements.
Specialized Experience
To qualify for the GG-13, you must possess at least one full year of specialized experience equivalent to the GS-12 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is considered that which is in, or directly related to, the line of work of the position to be filled, and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. This experience is defined as work providing cultural resource program support and professional advice in a position whose main function is centered on cultural resources and Section 106; participating in consultations with State Historic Preservation Offices (SHPOs), Tribal Historic Preservation Offices (THPOs) and Indian tribes; and conducting, developing or reviewing cultural resource projects or studies in support of Section 106 reviews.

While there is no specific education requirement for this position, ACHP has indicated that a degree from a college or university in the fields of archaeology, cultural resources management, landscape architecture, historic preservation, or a certificate of advanced training in these fields or other closely related field, is highly desirable. The ACHP also encourages those with experience in federal land management projects that assess and manage effects to historic properties to apply.
