The incumbent for this position serves as the executive counterpart to the Director of the Human Resources Center in the oversight and management of policies, proposals and decisions regarding strategic management of all human capital matters, including but not limited to, staffing and classification, labor and employee relations, executive resources, workforce planning, diversity and inclusion, worklife and benefits, training and career development, benefits, pay and compensation, and human resources information systems. Assists the Director with the planning, directing and administration of a comprehensive human resources program for the Department of Labor. This is an operational position requiring subject matter expertise in most Federal human resources subject areas. This position is located in the Office of the Assistant Secretary for Administration and Management, Human Resources Center. The incumbent serves as the Deputy Director of Human Resources.

Assists the Director with the planning, directing and oversight of the human resources program for the Department of Labor. Assists with the implementation of the Department's overall human resources policies. Interacts closely with Departmental leadership, executive staff, Administrative Officers, agency Human Resources Officers, and others. Under the direction of the Director, provides oversight and guidance to the offices within the Human Resources Center. Supports and assists in the administration of efforts to provide effective human resource management for the Department's managers and supervisors and for providing a better organizational environment and working conditions for the Department's approximately 16,000 employees. Advises the Director of Human Resources and senior human resources staff on current trends in human resources. Provides direction to the Human Resources Center (HRC) Division Directors in administering their respective programs. Monitors and evaluates progress on HRC goals. Evaluates the effectiveness of the Department's human resources accountability program. Reviews goals and objectives of human resources staff, and annual program plans to ensure strategic alignment with agency and organizational strategic plans. Supports the Department's Diversity and Inclusion Program to assure equal opportunity for all DOL employees and to attract and retain a diverse and highly-skilled workforce. Represents the Director of Human Resources in dealings with outside agencies, including the Office of Personnel Management, the Chief and Deputy Chief Human Capital Officers' Council, the Office of Management and Budget, the Government Accountability Office, and with other Federal and State agencies on human resources matters.

Candidates must possess executive level experience with large scale Human Resources Programs.
