Serves as Associate Director of the National Animal Disease Center (NADC), Ames, IA. The incumbent shares with the Director in all phases of NADCs programs, operations, and activities. A specific responsibility of this position is to provide leadership for the research programs focusing on the facility operations as well as veterinary services and animal care to ensure optimum conditions for research initiatives.
This position also carries responsibility for serving as the liaison with the Animal and Plant Health Inspection Service (APHIS) on the delivery and receipt of support services for the National Centers for Animal Health (NCAH).

Major Duties may include, but are not limited to:
Provides expert advice on veterinary disease issues, trends, policies, procedures, and scientific and regulatory issues affecting National Animal Disease Center (NADC) programs, or national, or international veterinary and livestock professional associations.
Responsible for overall supervision of the Animal Resources Unit which provides veterinary medical services, animal care and husbandry support services provided by the Attending Veterinarian, three clinical care veterinarians, a farm manager animal and additional support staff of animal caretakers, animal caretaker supervisors, a veterinary technician and an animal welfare compliance officer.
Serves with the Director in the planning and program development of the overall research missions, goals, and policies, and shares in responsibility for similar requirements for NADC. This involves participating in the interpretation and adaptation of broad program and policy objectives, and a wide variety of difficult and important decisions regarding program capabilities in relation to resources availability.
Serves as the NADC Responsible Official for a wide range of regulatory environmental permits and registrations associated with animal welfare and select agents. Oversees and ensures that NADC meets accreditation/certification for each of our environmental permits and licenses, and animal welfare accreditations that impact the acceptance of animal health research data.
Required to pass DOJ background investigation for Select Agent usage.

However, articles on the care of pets written for the general public would not be considered professional publications or qualifying specialized experience.
Applicants must demonstrate at least one full year of specialized experience equivalent to at least the GS-14 grade level in the Federal service. Specialized experience is experience directly related to the position to be filled. Examples of specialized experience for this grade level include:

Basic Education Requirements: Doctor of Veterinary Medicine (DVM) or equivalent degree, i.e., Veterinary Medical Doctor (VMD), obtained at a school of veterinary medicine accredited by the American Veterinary Medical Association Council on Education (AVMA), http://www.avma.org has a listing of all AVMA-accredited veterinary medical schools OR Graduates of foreign veterinary medical schools that are not accredited by the AVMA Council on Education (Refer to AVMA web site, http://www.avma.org (external link) for information about schools in this category) must meet one of the following requirements: -Proof of certification of their final transcript by the Educational Commission for Foreign Veterinary Graduates (ECFVG) -Possession of a permanent, full, and unrestricted license to practice veterinary medicine in a State, District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States that includes successful completion of the North American Veterinary Licensing Examination (NAVLE) or its predecessors, the National Board Examination (NBE) and the Clinical Competency Test (CCT). -Proof that the education obtained in a foreign veterinary medical program is equivalent to that gained in a veterinary medical program that is accredited by the American Veterinary Medical Association Council on Education. Under this provision, equivalency is established only if an AVMA-accredited veterinary medical school or college accepts the graduates final transcript from the foreign veterinary medical school at full value for placement into an advanced degree, postgraduate educational program, or training program (e.g. residency or graduate program). Graduates of foreign veterinary medical programs must also provide proof of proficiency in the English language by successfully completing one of the nationally and internationally recognized examinations that incorporate assessments of reading, writing, listening, and speaking skills.
