This position is located in the Office of Reporting, Analytics, Performance, Improvement and Deployment (RAPID), Center for Innovation and Analytics (CIA) Section within the Veterans Health Administration. RAPID is an integral office to VHA's mission in providing patient-centered, data-driven, evidence-based, high-quality, efficient health care to Veterans. RAPID provides consultative interventions and education for Networks and VAMCs for enhanced learning and utilization of the Strategic Analytics for Improvement and Learning (SAIL) reports; serves as a coordinating force for mobilizing VISN and VAMC level consultation to identify targeted opportunities for quality improvement and provide consultative resources for sustained improvement; and provides VA leadership and internal stakeholders with innovative and cutting-edge analytic findings and tools for VA to make proactive strategic decisions for improved care and services to Veterans. The Program Analyst serves as a member of a team that provides information and analytical support for VHA leaders and field managers. The incumbent works as a member of the VHA Office of Reporting, Analytics, Performance, Improvement and Deployment (RAPID), Center for Innovation and Analytics (CIA), a field based unit of the Office of the Principal Deputy Under Secretary for Health. The incumbent works independently and responds to requests for information and support from all levels of the organization, including senior level managers in Veterans Administration Central Office (VACO) and Networks. The incumbent collaborates with program offices as needed to manage critical aspects of field operations and design and development of information, analytic studies, dashboards and scorecards. The incumbent develops and implement systems to assist the Networks and Facilities in providing oversight of critical functions. Incumbent's primary responsibility will be to support the data analysis, reporting, and training needs for the RAPID/CIA program. Incumbent will consult with VACO, VHA, National Program Offices and VISN/Facility Staff to understand customer needs, develop solutions, both in conceptual design and programming and ensure that the products being delivered are of a high standard in terms of fit for purpose, design and implementation.

PHYSICAL REQUIREMENTS: The subject position is primarily of an administrative nature in an office setting, however where travel to work sites is required there may be light physical work required, such as walking over uneven surfaces, or assisting technical personnel in taking measurements or elevations. Specialized Experience: Applicants must have One year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
GS- 12: Supporting data analysis, reporting, and training needs of a Program office. Collaborating with field leaders to identify needs and develop reports and analytic tools. Evaluating existing analytic reports, tools and methodologies and making recommendations for effective organizational changes, including those related to the collection, analysis and display of data. Tracking and documentation of changes to products for assigned projects and communication of changes to key stakeholders. Responding to user feedback mechanisms including Help Desk and suggestions.
GS- 13: The analysis, design, development, testing maintenance, general use and support of software applications including, including, but not limited to, MS SQL Server,SQL Server Reporting Services, SQL Server Analysis Services, Pyramid Analytics, SAS, ArcGIS. This includes but not limited to complex and competing priorities; support national data analysis, data mining, training, reporting and program development for new and ongoing quality and performance improvement initiatives. Using databases to independently, design, and publish reports on internal reporting infrastructures (e.g., VSSC) for retrieving and displaying statistical data. Serving as a content resource in data systems and management information, tools and technology for delivery of analytics and reporting products.
There is no educational substitute for the GS- 12/13 level.
