This position is located in the Office of the Librarian and is responsible for the overall planning, development and implementation of education programming at the Library of Congress in various forms for onsite audiences at the Library’s various exhibits as well as with online audiences. Education programming and products are wide-ranging and include: materials developed to support the Library's exhibition interpretation program for visitors; curriculum-based products targeting visiting school groups, families, and online audiences; educational components to support the Library's onsite cultural programming; and seminar and symposium development. This position works across and with all service units at the Library to ensure the infusion of educational perspectives in all of the Library's programs and products. This position reports directly to the Librarian of Congress.
The incumbent monitors and oversees the management and progress of the subordinate offices to ensure that the organization's overall mission and strategic objectives are met. The incumbent is responsible for allocating financial and other resources in accordance with priorities determined by the Office of the Librarian and for monitoring the progress and ensuring that the organization's programmatic mission and objectives are met.

The incumbent has full responsibility and delegated authority for the oversight, administration and operations of the Center for Learning, Literacy and Engagement. The incumbent is directly responsible for planning, reviewing, monitoring, and directing overall programmatic and operations consistent with the mission and goals of the Office of the Librarian.
Establishes long-term strategies, goals and priorities, and provides leads appropriate planning efforts. Determines if changes in objectives or emphasis are needed, and recommends organizational or process adjustments. Generates and implements new ideas in response to changing landscapes, trends, emerging technologies and best practices.
The incumbent works closely and collaboratively with managers throughout the agency to carry out the Center's broad mission and to implement strategic goals and objectives. The incumbent directly manages the following major organizational subcomponents and/or functional areas: Visitor Engagement (VSO), Learning and Innovation, Programming and Special Events, Center for the Book and Engaged Library Leadership Initiatives.
Collaborates with the Librarian on overall education planning, policies, resources and implementation. Takes the lead in developing comprehensive education and outreach vision for the Library; onsite visitor experiences; and electronic education. Creates and implements short- and long-term plans to guide education and engagement of visitors (both in person and online). Implements the Library's strategic plan and priorities. Assures appropriate collaboration with various staff in all areas relating to Library exhibition education initiatives. Assures an effective process of program and exhibition evaluation. Provides a vision for the Library's cultural programming, ensuring that developed programs include defined educational components that target a wide array of visitors. Work includes analysis and evaluation of audience needs and trends as they relate to exhibition learning and visitor experience.
Performs the human resource management functions relative to the staff supervised. Establishes performance expectations for staff members, which are clearly communicated. Provides informal feedback and periodically evaluates staff on organizational performance. Resolves informal complaints and grievances. Takes personnel actions as necessary. Provides advice and counsel to staff members and subordinate managers related to work and policy matters. Effects disciplinary measures. Reviews and approves or disapproves leave requests. Assures that organization staff at all levels are trained and fully comply with the provisions of the safety regulations.
Responsible for the formulation, implementation and administration of policies at the Center for Learning, Literacy and Engagement. Evaluates current and proposed programs and policies. Initiates, modifies, recommends, or discontinues actions related to programs and operations within the Center as appropriate. Explores long-range development plans, as well as short-term strategies.
Serves as principal advisor to the Librarian on all matters relating to exhibition education and learning activities and efforts at the Library. Counsels senior management staff and officials at multiple levels of the Library; senior staff of other Federal, state, and local government agencies; and private sector clients and vendors on Library matters related to the subject matter area. Advises on the appropriate methods and techniques to use in order to achieve program goals and objectives.
