The General Counsel has primary responsibility for all legal affairs of the Morris K. and Stewart L. Udall Foundation, fulfilling traditional in-house counsel functions. The General Counsel reports directly to the Foundation Executive Director, and secondarily to the Chair of the Board of Trustees. The General Counsel provides legal services to the Board, the Executive Director, and all programs.
The position requires the ability to give expert legal advice on a range of issues typically encountered by an independent federal agency (including but not limited to the enabling legislation for the Foundation and U. S. Institute, appropriations law, administrative law, personnel rules, records management, federal contract law (FAR), and the Freedom of Information and Privacy Acts) and provide counsel that consistently promotes responsible and ethical conduct in furthering the agency mission. The incumbent serves as the agency's Designated Ethics Officer and as the agency's official responsible for furthering the EEO program. The ideal candidate will possess extensive federal experience including former positions as federal general counsel.

The incumbent provides legal advice to the Udall Foundation's Board of Trustees and staff on a wide range of applicable federal laws (including the enabling legislation for the Foundation and U.S. Institute, appropriations law, administrative law, personnel rules, records management, contracts, and the Freedom of Information and Privacy Acts). Provides legal advice on complex and high-level issues related to mediations and other types of conflict resolution efforts, including questions about confidentiality protections, open meetings requirements, and underlying legal requirements as necessary.
