As a Lead Criminal Investigator (Assistant Special Agent in Charge) in the Technology Crimes Section of the DOE Office of Inspector General, you will provide technical direction and guidance to a team of Criminal Investigators (Special Agents) engaged in conducting sensitive and complex cybercrime and fraud-related investigations in connection with the Department of Energy computer units, networks, and systems (including unauthorized access and related misuse). Provide expert technical direction and guidance to special agents in the installation, maintenance, operation, modification, and configuration of TCS network surveillance devices to provide evidentiary support activities of intrusions into the Department’s diverse computer networks or if other electronic means is used as a weapon in the commission of a crime. Plan and develop strategies for the investigation of complex crimes associated with computers and technology involving critical and crucial DOE information architecture. Oversee the creation of programs to ensure they support legally sufficient forensic data recovery activities, and are in compliance with generally recognized Federal law enforcement and Department of Justice standards, as litigation support to OIG investigations. Review investigative reports; performing team leader responsibilities; providing investigative assistance to Federal attorneys in cases that have been referred to the Dept of Justice for criminal and civil prosecution; and testifying and serving as a government witness in court proceedings.
Special Agents have the authority to conduct criminal, civil, and administrative investigations, to apply for and execute search warrants, to make arrests, to carry firearms, and to utilize a range of specialized investigative techniques.
Current Federal employees must meet time-in-grade requirements by the closing date of the announcement in order to be considered. Appointment to this position may be subject to successful completion of a 1-year probationary period. The minimum age for initial appointment to a law enforcement position is 21, and the maximum age is 37. This requirement does not apply to preference eligible veterans. The position requires successful completion of a pre-employment physical. Candidates must meet medical requirement and physical standards approved for DOE criminal investigators. Upon reporting, and on an annual basis thereafter, you may be required to file a financial statement and/or a procurement integrity certification. These certifications may be subject to public disclosure. The selectee must have and maintain a driver’s license in their State of residence. This position requires a security clearance and is subject to drug testing. The selectee must test negative prior to being appointed to this position and will be subject to random testing thereafter. Failure to pass subsequent tests could result in disciplinary action, up to and including removal from the Federal service. This position is covered under the provisions of the Lautenberg Amendment "Suitability to Possess Firearms and Ammunition." This position requires that the selectee successfully and safely qualify with a firearm; failure to do so may result in removal from the position. Criminal Investigators are subject to frequent travel and may be reassigned to a different duty location throughout the U.S. dependent upon program needs. A signed mobility agreement is required. Criminal Investigators must be prepared to work overtime based on the needs of the agency. Law Enforcement Availability Pay (LEAP): LEAP is approved for this position to compensate employees for unscheduled duty in excess of the 40-hour workweek. The selectee must successfully complete the 10-week Federal Law Enforcement Training Center's Basic Criminal Investigator Training Program in Glynco, GA. Applicants who have previously completed the training program are exempt.
There is no substitute of education for specialized experience at the GS-14 level.
