This is an Excepted Service position which is episodic intermittent position, meaning the incumbent will work on an irregular scheduled when called to duty with no fixed work schedule. The term "intermittent" refers to the employees' work schedule and not the appointment type used to hire them.
Applicants must understand that the work performed is primarily related to readiness for and deployment for response during the aftermath of a disaster or public health emergency, where work may be field-based, that may be remote and austere, caring for sick, injured, dying, or deceased persons. This work requires above average health, physical, and mental conditioning with routine long periods of repetitive walking, bending, lifting, and carrying, such as carrying NDMS equipment or heavy patients on litters. Incumbent must be capable of working in a high-stress, high-security, remote, austere, and uncharacterized environment, void of infrastructure and vital services, requiring specific physical demands, such as the ability to lift 50 pounds, and work characteristics that must be met to successfully perform the essential functions of this job. For these reasons, employees are required to complete a physical and health screening process to meet and maintain certain health and physical standards, as well as mental, behavioral, and cognitive competencies. In addition, employees must maintain clinical skills by providing direct patient care for at least 32 hours per month.
The Medical Officer performs the following duties:
Degree: Doctor of Medicine, Doctor of Osteopathic Medicine or equivalent from a school in the United States or Canada. This degree must have been accredited by the Council on Medical Education of the American Medical Association; Association of American Medical Colleges; Liaison Committee on Medical Education; Commission on Osteopathic College Accreditation of the American Osteopathic Association, or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained
Foreign Education: A Doctor of Medicine or equivalent degree from a foreign medical school must provide education and medical knowledge equivalent to accredited schools in the United States. Evidence of equivalency to accredited schools in the United States is demonstrated by permanent certification by the Educational Commission for Foreign Medical Graduates, a fifth pathway certificate for Americans who completed premedical education in the United States and graduate education in a foreign country, or successful completion of the U.S. Medical Licensing Examination. The position is located in the Office of Emergency Management within the National Disaster Medical System (NDMS) Division, and is an episodic intermittent position supporting the NDMS mission.
OEM is responsible for: ensuring that ASPR has the systems and processes necessary to coordinate the department's response to bioterrorism and other public health and medical threats and emergencies; leading response activities required to fulfill HHS's responsibilities under ESF 8 of the NRF; develops and directs the Incident Management System (IMS); trains and manages the Incident Response Coordination Team (IRCT); coordinates and executes the HHS Continuity of Operations (COOP) and Continuity of Government (COG) programs; plans, implements and evaluates departmental and interagency response exercises; and develops security related policies establishing procedures to manage the department's risks, threats and vulnerabilities; and is the primary operational liaison to emergency response entities within HHS and the interagency community.
