The Office of Capacity Building and Development (OCBD) within the Foreign Agriculture Service (FAS) of the US Department of Agriculture (USDA) provides technical assistance to developing countries. Within OCBD, the Development Resources and Disaster Assistance Division (DRDAD) develops and advances institutional capacity building, preparedness, and reconstruction programs in the program areas of rural development, natural resources management, and agricultural production and market systems, in partnership with developing countries and fragile states. Core program areas are post conflict and disaster assistance, agricultural market systems development, rural development, and natural resource management. Specific emphasis is oriented toward, but not limited to, administering and implementing Agency for International Development (USAID) funded programs under Participating Agency Service Agreements (PASAs).
USDA (via FAS/OCBD/DRDAD) and USAID (via the Bureau for Economic Growth, Education, and Environment [E3]) have signed a PASA to collaborate in the area of energy, global climate change, international environmental conventions and policies, microenterprise development, information communication technology, and urban programs.
The incumbent will be assigned to the USAID/Bureau for Economic Growth, Education, and Environment (E3), Global Climate Change (GCC) Office. The USAID GCC Office is responsible for coordinating and reporting on implementation of USAID’s Climate Change and Development Strategy, coordinating with international organizations, donors, and processes that deal with climate change and development, and for providing thought leadership to advance climate-resilient, low emissions development through USAID efforts. The GCC Office coordinates with other US government agencies on climate change as well as other bureaus and offices at USAID to carry out its work.
Salary Information: First time hires to the Federal government would be expected to start at Step 1 for the grade selected.
