It is headed by the Associate Chief Counsel, GLS, who oversees both field and National Office components. GLS represents the IRS and the Office of Chief Counsel in non-tax administrative litigation including government contracts, personnel, labor-management relations, and other administrative law issues. As an attorney for GLS, you will:
Provide advice on government contract, procurement, and technology law matters, including handling litigation before the General Accounting Office (GAO) and the Civilian Board of Contract Appeals (CBCA). Provide oral and written legal advice on complex legal issues on a wide variety of contracting matters involving the interpretation of applicable laws and regulations on questions including: reviewing solicitations, contract awards, limited source justifications, determinations and findings, and significant pre-award decisions, for the acquisition of goods and services; advising on contract administration; contract changes; contractor claims; equitable adjustments; terminations; contract interpretation; funding and contract type; computer security; licensing and intellectual property; indemnity and interagency agreements; information technology law matters; grants and cooperative agreements. Provide legal support to the Department of Justice in litigation brought in the federal courts, including the Court of Federal Claims and the Court of Appeals for the Federal Circuit.
