The Office of the Chief Administrative Officer (CAO) provides operations support services and business solutions to the community of 10,000 House Members, Officers and staff. The CAO organization comprises more than 600 technical and administrative staff working in a variety of areas, including information technology, finance, budget management, human resources, payroll, child care, food and vending, procurement, logistics and administrative counsel.
This position entails executing financial analysis, policy implementation, training, internal controls and budget formulation and execution along with reporting and budgetary vs. proprietary monthly reconciliation within the United States Legislative Branch (The U.S. House of Representatives, Office of Chief Administrative Officer, Office of Finance, Budget, Policy and Planning Department).

Participate in Budget Formulation and Execution activities (developing budget requests, forecasts, and monitoring spending) as well as Internal Controls (compiling documentation, adhering to appropriations laws and GAO Findings and auditing). Examine budget estimates and office proposals for completeness, accuracy, and conformance with established spending plan. Provide analysis of trends in spending and make recommendations regarding reprogramming and/or transfer of funds within and across Appropriation Titles. Additional duties include, but are not limited to, participating in budget execution (i.e. weekly and monthly reporting, developing desk procedures for weekly and monthly reports, and reconciling the posting of expenditures with Financial Counseling and/or Acquisitions Management) as well as executing budgetary batches within the US Treasury’s system of accounting and reporting (GWA) and the House’s system of accounting and reporting (PeopleSoft). Participate in Budget Formulation by developing the Budget Requests within the House's Budget and Planning System (Hyperion). Inform budget points of contact and others within the organization of the status and availability of funds in different budget accounts. Make extensive use of spreadsheet, database, reporting and word-processing software such as Excel and Finmart.
Ability to multi-task and document processes. Knowledge of the Anti-Deficiency Act, Appropriations Law, and GAO's Red, Green and Yellow Books preferred.
